Council Mintues of 9/6/83 -4- <br />People addressing Council (cont'd): <br />James Mackin, 27886 Edgepark Boulevard, asked for enforcement of the ban on <br />fireworks. A fire was caused by a neighbor shooting rockets; Mr. Mackin's <br />yard has a 7 by 12 foot burn spot. Mr. Mackin did report it to the Police De- <br />partment. <br />Mr. James Lehr, 24156 Rosita Lane, asked if any progress had been made on the <br />bridges at Rosita Lane and Maria Lane; children can fall into the creek, between <br />the fence and the sidewalk. Mayor Swietyniowski stated he would check with Service <br />Director Corrigan and report back to Mrs. Saringer. <br />Mr. Gerald Freed, 22935 Westwood Road, Fairview Park, on behalf of the Fraternal <br />Order of Police Association, reported many complaints received concerning the <br />conduct of Officer Robert D. Flynn, who was described as being "sarcastic and <br />antagonistic". Mr. Freed also questioned Officer Flynn's writing of speeding <br />tickets, all of which show speeds of 41/42 miles per hour. Safety Director Petre <br />arranged to have Mr. Freed meet with Chief Taylor and himself at nine o'clock <br />on taednesday, September 7, 1983. <br />Mr. Logan asked if the "point system" had been officially eliminated, as requested <br />by Mr. Logan and Council, several years ago. Mr. Petre stated it had been ended; <br />Mayor Swietyniowski agreed. Mr. Logan and Mr. [ailamosky cla3.a?ed that the sam,e <br />system still exists except it is now called a"Traffic Index". Councilman Bierman <br />pointed out that Mr. Freed's complaint was about the conduct of a police officer, <br />not about the number of tickets issued. <br />Mrs. Joy-Lyn Chamberlain, 4036 Brendan Lane, complained about a ticket issued to <br />her by 0£ficer Flynn, claiming that she had not been speeding; did not believe <br />Officer Flynn was using radar equipment as he wrote an the ticket; Officer Flynn <br />was the "rudest fellow" she had ever met and was "totally obnoxious". She called <br />the Safetp Director to complain and will follow up with a letter. <br />Mr. Peter Meckes, 5830 Sherwood Drive, mentioned the number of cars being stolen <br />from the Great Northern Shopping Center, or vandalized. Perhaps the police cruisers <br />should patrol this area instead of sitting at radar traps on Lorain Road. Claims <br />North Olmsted is noor "Trap City". <br />LEGISLATION: <br />Ordinance No. 83-75 introduced by Mr. McKay was given its third reading. An ordin- <br />ance appropriating four thousand two hundred sixty-two dollars ($4,262.00) from the <br />Community Development Block Grant Funds to plant trees along I.R. 480 near Grace <br />Road, and declaring an emergency. Mr. McKay moved to amend Section 1 to read <br />"on the soutfi side of I.R. 480, near Grace Road", second by Mr. Bierman, unanimously <br />approved. Mr. McKa_y moved for suspension of rule requiring three readings, second <br />by Mrs. Petrigac, unanimously approved. Mr. McKay moved for adoption, second by <br />Mrs. Petrigac, unanimously approved. Ordinance No. 83-75 adopted. <br />Ordinance No. 83-85 introduced by Mr. tailamosky was given its third reading. An <br />ordinance creating a new fund, adding to the financial structure of the City of <br />North Qlmsted, afund known as the Facility Plan Step III Fund, and deelaring an <br />emergency, as amended. Mr. Wilamosky moved for adoption, second by Mrs. Saringer, <br />unanimously approved. Ordinance No. 83-85 adopted. <br />
