Council Minutes of 9/6/83 <br />-7- <br />Under Old Business: <br />Mrs. Saringer stated that in twelve years on Council, she had never refused <br />to excuse a member's absenee, however, she rea11y regretted her decision <br />after the Julq 26th Council Meetiag. Mrs. Saringer moved to reconsider <br />Council's motion to excuse the absence of Couneilwoman Petrigac £rom the Special <br />Council Meeting of July 26th, second by Mr. ?dilamosky. <br />Mr. Woerpel stated that such a motion was out of oxder and read Paragraph 38, <br />Reconsideration, of Couneil's rules: After the decision of any question, any <br />member who voted with the prevsiling side may move a reconsideration of any <br />action at the SAME or the NEXT 5UCCEEDTNG MEETING, provided however that a <br />resolution authorizing or relating to any contract may be reconsidered at any time <br />before the final execution thereof. Mr. Woerpel pointed out that an intervening <br />meetiag of Council was held on August 29, 1983. <br />Mr. Logan asked Mrs. Saringer to elaborate on her reason for such a motion. <br />Mrs. Saringer stated that she thought Mrs. Petrigac had a very urgent or legitimate <br />excuse, but was appalled to find Mrs. Petrigac attending a Coumunity Council <br />meeting, worrying about the Horseshoe Tournament, when her priority should have <br />been to attend the Council Meeting. <br />Mr. Logan stated that he too had voted to excuse Mrs. Petrigac's absence on <br />July 26th, thinking that she had samething else going on; did not know she was <br />discussing horseshoes at the Community Cabin. 1.4hat bothers Mr. Logan is the <br />appearance that Mrs. Petrigac was "ducking" a vote of the placing on the baZlot <br />the issue chartering the Department of Human Resources. Council knew that she <br />was aginst it and her absenee from the meeting when it was to be voted on, is <br />what disturbed Mr. Logan later. Further, the apparent use of City funds for <br />printing, envelopes, and mailing of a letter by Mrs. Petrigac to the senior <br />citizens, explaining why she was against this issue, also bothered Mr. Logan. <br />Mrs. Petrigac stated that she took exception to M.r. Logan's poor choice of words - <br />"ducked a vote". Her letter to the senior citizens had nothing to do with ex- <br />plaining her vote; it was respanding to the petition presented to Council by <br />the senior citizens, as other Members of Council have responded to other petitions <br />presented by other groups. Mrs. Petrigac also stated that the last Tuesday before <br />Homecaming is very important - it is the last meeting for the Chairmen of all the <br />committees to give their reports. This year, Mrs. Petrigac was running the Horse- <br />shoe Tournament; she takes all her duties,to any organization she belongs to, very <br />seriously; felt her place was at this final meeting before Aomecoming. Furthermore, <br />there was no guarantee that the ordinance relating to the Departrnent of Auman Re- <br />sources would be considered; it was not placed on the agenda for the Snecial Council <br />Meeting of July 12th because Mr. Logan and Mr. McKay could not be in attendance; <br />it was removed from the Special Council Meeting of July 14th because Mr. Logan was <br />absent; it was removed from the agenda for the Regular Council Meeting of Jul_y 19th <br />because Mrs. Saringer and Mr. Wilamosky were absent. Mrs. Petrigac was in attendance <br />at all the meetings and prepared to cast her vote. President and Members of Council <br />were notified well in advance that she would not attend the July 26th Council <br />Meeting; no one made any effort to contact her and set up an alternate Coszncil <br />Meeting date. Since proper nati.fication was given regazding her absence and since <br />the legislation could have been placed on third reading, for apQxovalt at any of <br />the thxee meetings mentioned above, Mrs. Petrigac does not feel that she owes any- <br />one an apology. <br />Mr. McKay stated they were not objecting to anyone who had legitimate business; <br />he does not think that a horseshqe xeport is iegitiuta,te business in pxeference to <br />a Council Meeting; the President of Community Council could have read Mrs. Petrigac's <br />report. <br />._ ., ? <br />, <br />;
