Council Minutes of 9/6/83
-8-
Mr. Wilamosky stated tha.t he was shocked and surprised, because he did vote
0 to excuse Mrs. Petrigac's absence, thinking that she had a legitimate reason
not to be in attendance at the Council Meeting. He was shocked and appalled
to walk into the Community Cabin and see Mrs. Petrigac in attendance. Felt
that Mrs. Petrigac could have attended the Council Meeting first and still been
allowed to give her report to Community Council later. Other Members of Council
were here, attended to their responsibilities, and also attended the Comaunity
Council Meeting in time to hear Mrs. Petrigac's report there, so she could have
made both meetings. Mr. Wilamosky would have been less concerned and bothered
if Mrs. Petrigac's absence had been due to her simply staying home and putting
her feet up because sfie was tired.
Mr. Woerpel stated that each Councilman was entitled to vote as he saw fit
in excusing the absence of a fellow member. However, this is an attack and
an "issue" presented by Mrs. Saringer and Mr. McKay and Mr. Wilamosky, simply
because they are running for office and hope to make this a campaign issue;
it has no place at the Council table. Mrs. Petrigac is being subjected to a
personal attack when it is Mr. McKa.y who kept postponing the vote on this
particular legislation, again and again.
Mr. Logan asked if Mrs. Saringer would withdraw her motion so he could make
another one. Mrs. Saringer stated she did not want to withdraw it at this time.
Stated she had nothing political in mind; Mr. Woerpel is the one saping it is
political. She just wants Council to reconsider the motion because she wanted
to change her vote.
Mrs. Saringer withdrew her previous motion to reconsider and moved to susnend
Rule 38 which Mr. Wilamosky had indicated he would second.
Mr. Bierman called for the question, second by Mr. Logan. Roll call on call for
the question: Affirmative vote: Bierman, Logan, McKay, Saringer, Wilannosky.
Negative vote: Petrigac, 14'oerpel. Motion carried. Mr. Woerpel stated that a
call for the question requires a unanimous vote. Motion th.erefore failed.
Roll call on Mrs. Saringer's motion for suspension of Council Rule 38:
Affirmative vote: MeKay, Saringer, Wilamosky. Negative vote: Bierraan, Logan,
Petrigac, Woerpel. 3 Aye - 4 Nay -- Motion failed.
Mr. Logan moved Council disapprove Mrs. Petrigac's absence of July 26th; not in
any way suspending th.e rules; not changing the rules; simply to disapprove of
Mrs. Petrigac's intentional absence of July 26th, 1983, and he called for the
question, following a second to his motion. Mr. Wilamosky seconded this motion.
Mr. Woerpel protested that this motion was out of order and left the Cauncil table
and Council Chambers ; time was 10: 20 P.M.
Roll call on Mr. LoganTs motion, second by Mr. Wilamosky: Affirmative vote: Logan,
McKay, Saringer, Wilamosky. Negative vote: Bierman, Petrigac. 4 Aye - 2 Nay -
Motion carried.
Mrs. Saringer asked that the new Public [dozks Comtnissioner be requested to check
out the dangerous situation at Rosita and Maria Lane bridge.
Mrs. Saringer asked what the status of tlie traffic light at Columbia Road and the
Deerfield development was. Mayor Swietyniowski stated negotiations were being
carried on with the City of Westlake. He will call Mayor Busch and get the in-
formation. Mrs. Saringer requested that the Ma.yor let her know before the be-
ginning of next ureek.
