Council Minutes of 7/5/83 <br />-6- <br />LEGISLATION: <br />? Ordinance No. 83-4 introduced by Mr. Woerpel was given its third reading. An <br />ordinance creating a financial task force for the purpose of reviewing all income <br />and expense for the City of North Olmsted and regorting its findings to Counuil <br />with recommendations for approved fiscal manageu?ent of the City's financial re- <br />sources. Mr. Woerpel moved for adoption, second by Mr. Bierman. Roll call on <br />motion: Affirmative vote: Bierman, Woerpel. Negative vote: McKay, Petrigac, <br />Saringer, Wilamosky. 2 Aye - 4 Nay - Motion defeated. Ordinance No. 83-4 not <br />adopted. <br />Mrs. Petrigac explained that she had voted "no" on Ordinance No. 83-4 because she <br />thought some of the people suggested to serve on the task force should have been <br />changed; she did like and was in favor of the concept of the legislation however. <br />Resolution No. 83-74 introduced by Mr. Wilamosky was given its second reading. A <br />resolution authorizing the Director of Public Service to advertise for bids for <br />diesel fuel, gasoline, and lubricating oils, and authorizing the Mayor to contract <br />for same. <br />Ordinance No. 83-75 introduced by Mr. McKay was given its second reading. An ordin- <br />ance appropriating four thousand two hundred sixty two dollars ($4,262.00) from the <br />Community Development Block Grant Funds to plant trees along I.R. 480 near Grace <br />Road, and declaring an emergency. <br />Ordinance No. 83-76 introduced by Mr. McKay, Mrs. Saringer and Mr. Wilamosky was <br />given its second reading. An ordinance providing for the submission to the electors <br />of the City of North Olsmted of a proposed amendment to the Charter of the City of <br />North Olmsted relating to the estabiishment within the Department of Human Resources, <br />a Division of Aging, and declaring an emergency. <br />Mr. Woerpel moved to amend Ordinance No. 83-76 by deleting the sentance "Said <br />Administrator shall be appointed by the Mayor and sha11 be answerable to the Mayor" <br />under Article V, Section 6, Paragraph B, second by Mrs. Petrigac. Roll call on <br />motion: Affirmative vote: Bierman, Petrigac, laoerpel. Negative vote: McKa.y, <br />Saringer, Wilamosky, Boehmer. 3 Aye - 4 Nay - Motion defeated. <br />Ordinance No. $3-77 introduced by Mrs. Petrigac was given its second reading. An <br />ordinance amending Subsection (D) of Section 1000.10 of the Codified Qrdinances <br />entitled "General Provisions" of Chapter 1000 entitled "Subdivision of Land", and <br />declaring an emergency. <br />Ordinance No. 83-79 introduced by Mayor Swietyniowski was given its second reading. <br />An ordinance establishing the composition of the Finance Department of the City <br />of North Olmsted, and declaring an emergency. <br />Ordinance No. 83-80 introduced by Mrs. Petrigac was given its second reading. An <br />ordinance authorizing the Mayor of the City of North Olsmted to file a renewal <br />application and enter into an agreement with the Ohio Department of Education for <br />the purpose of participating in Federal Surplus Property Program. <br />Ordinance No. 83-81 introduced by Mayor Swietyniowski was given its second reading. <br />An ordinanee establishing the organizational chart and composition of the Fire <br />Department; as well as salaries and various benefits for the employees of the Fire <br />4D Department, and adopting various rules and regulations, and establishing employee <br />rights, and declaring an emergency.
