Council Minutes of 5/17/83 <br />- 3- <br />4D A histvey of the subdivision and its various problems was diecussed, including a list <br />of pre-dedication items fram April, 1981, and the building of Class B homes in the area. <br />Residents expressed their view that dedieation was the top priority. It was apparent <br />a number of questions need answering, including exaetly what was contained in the pre- <br />dedication inspection report of April 6, 1981; what items Shore West is willing or <br />required to take care of; what, if any, is the financial responsibility to the City <br />by Continental Savings and what is the positbn of the City of North Olsmted with re- <br />spect to the items to be completed prior to dedication. All Members of Cauncil in <br />attendance, expressed an interest and desire to assist the residents with a timely <br />solution to their problems. <br />Mr. McKay, Chairman Environmental Control Committee as well as Public Safety, Health <br />and Welfare Committee reportedr 1) Safety Comnittee met May 9th with Safety Director <br />Petre, Police Chief Taylor, Councilwoman Petrigac and Couneilman McKa3F in attendance. <br />Although a Committee quoram was not present, Ordinance No. 83-48 was discussed. The <br />intent of this ordinance is to discourage large parties where young, underage gersons <br />are supplied with alcoholic beverages and end up disturbing the peace. Passage of this <br />ordinance will hold the owr?er or tenant of the property responsible for the guests' <br />conduct and they can be charged i?diately or on the following day, whichever the case <br />may warrant. There is no abjection to this ordinance. <br />2) Council-of-the-Whole Committee met to discuss Jail Standards. Those in attendance <br />were President Boehmer, Couneilmen Bierman, McKay, Petrigac and Saringer; Law Director <br />Gareau, 5ervice Director Corrigan, Safety Director Petre, Poliee Chief Taylor and <br />reporter Nancy Wlodarski. Law Director pofnted out two possible solutions. (?ne, City <br />can make every effort to conform with the Ohio Jail Standards and seek variances for <br />those standards that cannot be met or are to cost3.y. Tao, take the pQSit#.on that North <br />Olmsted is a chartered city and has the rig&#a to home rule and to continue to follow the <br />Jail standards already established. It was also pointed out that some changes should be <br />ma.de to elevate our Jail to ffieet the requirements. These changes include: 1) additional <br />closed circuit TV cameras and monitors in the Dispatch Area; 2) electronic control from <br />the dispatch area to the two outer doors; 3) penal type plumbing in juvenile ce11s <br />No. 10 and 11; 4) cell table and seat in cells; 5) construction af a visiting area; <br />6) an electronic seareh alert. Approximate cost would be $25,000 minimum. Also dis- <br />cussed was the recent resigttatinn of Detective Keith Young who was the pcalpgraph opera- <br />tor. Upon resigning, Otficer Young reimbursed the City $2,526.79 as per an agreement <br />with his attendiag the polqgraph school and then leaving the City within a three year <br />period. Cost to send another officer to school would be $5,026.79 so an additional <br />$2,500 is needed. Would ask the Finance Committee to review this as well as the up- <br />grading of the Jail standards. <br />3) Recreation Comsnission met on May lOth with a large attendance of home owners from the <br />Ranchview, West Ranchview and Tallwood areas voicing their objections to have a BMX <br />track located in the old toboggan run area. Safety Director reported CEI has cancelled <br />its contract effective January lst and there will be an increase of 13%. A new water <br />meter was installed and the first reading was $12,000. This compares to $1,900 for all <br />of last year so an investigation is underwsy to see if there are leaks or if the meter <br />is faulty. Safety Director reported that auxiliary police are on duty in a number of park <br />areas. Fireworks will be displayed on July 4th at 9:45 P.M., with a rain date of July 9th. <br />City Auditors feel that the Pro Shop is in violation of the code by using credit cards <br />and picking up the cost of these cards. A proposal is underway to have area banks pick <br />up the cost. Recently presented Ice Blossom Show was excellent. <br />4) Environmental and Litter Control Advisory Com¢nittee met on Wednesday, May llth, to <br />? select the logo for the litter containers. Over 100 entries were reeeiwed and a winner <br />has been seleeted. Burger King will treat all those who entered to a sandwich and a <br />soft drink and posters will be displayed at Burger King as well as in other establishments <br />throughout the City. Extended appreciation and thanks to Marie Case and John Fairfield <br />who helped in the selection of tfie winning poster.
