Council Minutes of 5/17/$3 -4_ <br />5) Environmental Control Committee met again on Monday, Ma.y 16th, with President <br />Boehmer, Councilmen Bierman, Petrigac, Wilamosky, McKay, Mayor, Service Director, <br />City Engineer, Superintendent Crider, and Mr. David Pizole of Dalton, Da2ton, Newport <br />in attendance. Mr. Pizole presented a report on the Sewer Evaiuation System Survey <br />in the North Olmsted service area; primary topie being the infiltration and inflow of <br />water in the sanitary sewer system. The study is mandatory if federal funds are to be <br />used to upgrade the Wastewater Treatuent Plant. Dalton, Dalton, Newport conducted the <br />SSES in North Olmsted and Olmsted Township. Alexander Kanareff and the Fairview City <br />Engineer made the study for the portion of Fairview Park that is involved. The lead <br />agent for obtaining the EPA grant will be North Olmsted. The Treatment P1ant does not <br />have the capacity to treat all of the wastewater and infiltration and inflow during <br />periods of peak wet weather. Untreated water does flow into Rocky River and is not <br />desirable. Infiltration and inflow is the storm water that finds its way into the <br />sanitary sewer system through defective manholes - the covers, frames, corbe18, walls <br />and aprons. Also responsible for I and I are mainline sewers whieh can have broken <br />pipes, leaking joints, and iinproper connections. The amount of wastewater being <br />treated would be redueed by 10,000,000 gallons per day if repairs were made in these <br />areas. Also recommended was the upgrading of the Treatment Plant to accommodate a <br />peak flaw of twenty-two and one-half million gallons per day. Construction of a relief <br />sewer plant from Ward 5 in Fairview Park wouid be very desirable, financed by Fairview <br />Park and grant money. This would eliminate 60% of the burden on the sewers in the <br />Esther Avenue area. If constructed, this would eliminate the 227th street pump station; <br />reduce the chance of overflows at the Sherwood pump station; and eliminate the flcrw meter <br />that meters the water from Fairview Park. At the present time, this meter restricts <br />the flow. A storage basin would be constructed at the North Olmsted Treatment Plant to <br />hold the excess flow so the water could be treated over a longer period of time. <br />6) The Committee also discussed legislation No. 83-50, 83-55, and 83-56 and has no <br />objection. Ordinance No. 83-49 will be held in committee for further dfiscussion. This <br />is regarding the water being supplied to North Olmsted by the City of Cleveland and its <br />cost. <br />Mr. Wilamosky and Mrs. Petrigac discussed the removal of the flow meter which meters <br />the water from Fairview Park; how will North Olmsted get an accurate accounting of <br />exactly how much of their wastewater is flowing into our Treatment Plant? Mr. McKay <br />stated he would get a recomwndation from Dalton, Dalton, ATewport as to the best <br />method of measuririg the flow from Fairview Park, prior to the next Environmental Meeting. <br />Mr. Wilamosky, Chairman Finance Coimaittee as well as Streets and Drainage Committee <br />reported: 1) Streets and Drainage Committee met on Ma.y 16th with Service Director <br />Corrigan in attendance. Drainage problems in the Edgepark/Woodpark area were diacussed. <br />Mr. Corrigan has contacted a contractor, who has provided an estimate, however Mr. Corrigan <br />has not officially passed the information on to the residents since the contractor was <br />to go back and look over the area again. A year ago, the residents were advised that <br />the City would try to get a cost estimate for them but the pro3ect would be done at the <br />residents' expense. Mr. Corrigan will be contacting the contractor and then the <br />residents in the near future. <br />2) Committee discussed the status of various undedicated subdivisions, many which go <br />back two and three years or more. Once again, would ask the Administratian and the <br />Engineering Department to undertake some action to have the deficiencies corrected <br />by the developers; where there is a total lack of progress, and performance bonds are <br />intact, ca11 those bonds, get the subdivisions up to code and remove the deficiencies. <br />Committee does not recommend accepting the Brendan Circle Subdivision. The developer <br />has made some repairs to the concrete in the eircle area., however it is believed the <br />repairs were basically experimental and with the past mild winter, they have not had <br />to stand up to severe weather conditions. Committee would request a current update <br />on the status of various subdivision not yet accepted for dedi cation, along with a <br />
