Council Minutes of 5/17/83 -6- <br />Mr. Art Sexton, 4396 West Ranchview, protested the proposal to build a BMX Track at <br />the Recreation Complex; spoke about the very poor maintenance of the Recreation Coaplex <br />property; asked that the swale, which is reslly nothing but a ditch and a perfect <br />breeding ground for mosquitoes, be filled in since it is no longer necessary. Invited <br />Members of Council and the Admi.ninstration to come dawn to loak at the problem. Mayor <br />Swietyniowski promised that he would personally ineestigate, stop dcywn and talk with <br />Mr. Sexton. Service Director Corrigan stated that he has frequently provided help on <br />a labor-available basis but his responsibilities lie with maintaining the City's <br />sewage disposal, the streets, garbage collection, the City Bus Line, etc.; has Iost all <br />patience in bailing out the Rec Gomplex and their problems; the Recreation Commission <br />has the responsibility, within their funding and within their budget parsssettrs, to <br />provide for the needs of the Recreation Complex. <br />Mrs. Marie Boey, 4524 West Ranchview, also complained about the condition of the rear <br />property at the Rec Complex; has had two casement windows broken; bucketa of stones <br />thrown in her yard; has no privacy or protection since every tree was takea down seross <br />the back of her property. Police have been ineffective because by the titne they arrive <br />on the scene, all the vandals have scattered. <br />Ms. Diane Moore, Canterbury Road, requested Mr. Logan to set up a Transportation Conuittee <br />meeting to discuss parking trucks in the City since so many parking tickete are being <br />issued. Mr. Logan stated the he will be setting up a Transportation Cammittee Meeting <br />early next week. Mr. McKay advised that the Safety Director stated that he had some <br />recommendations to make and is doing research in surrounding communities. <br />Mr. Bi11 Burkhardt and Mr. Bob Wilkinson, both involved with CARE - Chemical Abuse Re- <br />duced Through Education - urged Council's approval of Ordinance No. 83-48, an ordinance <br />establishing a new Section 509.09 of the Codified Ordinances entitled "Creating a <br />Disturbance-Consumption of Alcaholic Beverages" of Chapter 509 entitled "Disorderly <br />Conduct and Peace Disturbance". <br />Mr. Logan moved Council recess before moving into legislation, second by Mr. Woerpel. <br />Roll call on motion: Affirmative vote: Bierman, Logan, MeKay, Saringer, Wilamosky, <br />Woerpel. Negative vote: Petrigac. 6 Aye - 1 Nay - Motion carried. <br />LEGISLATION: <br />Ordinance No. 82-150 introduced by Mr. Woerpel was given its third reading. An ordin- <br />ance authorizing and directing the Mayor of the City of North Olmsted to contract for <br />the services of a consultant to the Landmarks Commiesion, in an amount not to exeeed <br />three thousand five hundred dollars ($3,500.00), for the purpoge of prnviding services, <br />plans and estimates for the rehabilitation of Town Hall, a National Register Lsndmark. <br />Mr. Woerpel moved for adoption, second by Mrs. Petrigac. Mr. Woerpel moved for adoption, <br />second by Mrs. Petrigac. Roll call on motion: Affirmative vote: Bierman, Logan, McKay, <br />Petrigac, Wilamosky, Woexspel. Negative vote: Saringer. 6 Aye - 1 Nay - Motion carried. <br />Ordinance No. 82-150 adopted. Mrs. Saringer explained that while she heartily supports <br />the Landmarks Commission, at this time Council couldn't even vote to bring Gotencil's <br />salary into pari.ty feel it is in the best intereat of the taxpayers to <br />spend this money. <br />Ordinance No. 83-16 introduced by Mr. Wilamosky was given its third reading. An ordin- <br />ance establishing a new Sectioa 107.115 of the Codified Ordinances entitled "Financial <br />? Disclosure Statement Required" of Chapter 107 entitled "Code of Ethics", as amended. <br />Mr. Wilamosky moved for adoption, second by Mr. Woerpel, unanimously approved. <br />Ordinance No. 83-16 adopted.
