Council Minutes of 5/3/$3 -2- <br />City Engineer Zurawski reported: 1) Congratulated President Boehmer on his selection <br />as North Olmsted's Citizen of the Year. <br />2) Regarding the Sewer System Evaluation Survey and the Step 3 Facility Plan, has pre- <br />pared draft agreements between the City of North Olmsted and City of Fairview Park as <br />well as between the City of North Olmsted and the Board of County Commissioners to <br />formalize the legalities of proceeding into the Step 3. Meeting was held this morning <br />with Fairview Park's Mayor, Service Director and Engineer and North Olmsted's Mayor, <br />Service Director, Waste Water Treatment Plant Superintendent, consultant and Mr. <br />Zurawski, to discuss the various aspects of the SSES Report and the recommended projects. <br />Discussed the means and the timetable to implement these improvements and also the <br />improvements to the Waste WaCer Treatment Plant. Discussed a"fair and equitable <br />user rate service charge" which North Olmsted must implement in order to qualify for <br />federal funding from EPA. <br />3) The traffic coordination system on Brookpark Road is not functioning very well by <br />using Ohio Bell Telephone LMC lines. Every time someone uses a phone $nd dials a <br />nuiaber, it plays havoc with the traffic signals. Recommends replacement of this <br />system with a reel, tim,ed, digital coordinator and has.prepared purchase requisitions <br />to start purchasing the equipment necessary to restore proper coordinatian. <br />4) Is attempting to update the traffic controller on Canterbury and Lorain to bring it <br />up to current standards. <br />5) Has prepared an agreement between North Olmsted and Westlake regarding the proposed <br />traffic signal on Columbia Road at Fawn and Rose Roads. <br />6) A review meeting of the plans regarding relocated State Route 252 Project, from the <br />south corporation line to 1480, is scheduled for Thursday. <br />7) Has recomniendations for six new Community Development Block Grant Projects which will <br />benefit the City, which include sewer rehabilitation; coordination of State Route 17, <br />Brookpark Road; inlaid or thermoplastic on the proposed resurfaced section of Lorain <br />Road; installation of pavement markers on Columbia Road, from Lorain Road to the north <br />corporation line, similar to the pavement reflectors on State Route 2; possible re- <br />surfacing of Canterbury Road; and installation of the traffic control signal at Columbia, <br />Fawn and Rose Roads. <br />Finance Director Boyle reported: Recently learned that Regional Sewer has contracted <br />with Arthur Young and Company to survey the possibilities of reading their own meters <br />since even they are balking at the absurd rates offered by the City of Cleveland. <br />2) Regional Income Tax Agency recently appointed a Mr. Ma to replace Mr. Brock, the <br />former head of that agency. Have scheduled a meeting with Mr. Ma for next week. <br />Finance Director's primary concern is tax delinquents; does not feel that RITA is doing <br />as good ajob as they can. <br />3) Regional Transit will release their audit of NOMBL next week. City has voiced some <br />concerns with them too. They have transferred the City's bus system to Operatioas <br />Department as opposed to Administrative and Finance Director feels they are trying to <br />increase the City's operational expenses from an accounting position to show that <br />we are more expensive per mile to operate - which is not true. Throwing paper clips <br />and paper into parts does show an increase and it is possibly a ploy to be used in <br />the current civil suit. <br />4) Contacted Al1en Ext of t,lest Shore Cable TV to discuss the contract with the City; <br />particularly the definition of "gross receipts". City has been receiving franchise <br />fees - 3% of "gross receipts". Their interpretation is the money collected; Finanee <br />Director's interpretation is the money billed, received, etc., whfch are the words <br />of the contract. If something is billed, the City wants 3% of it; if they can't <br />collect, that's their problem. <br />, <br />,
