Council Minutes of 4/5/83 '4- <br />Mr. Wilamosky, ChAirman Finance Committee as well as Streets and Drainage Comaittee <br />41 reported: 1) Finance Committee met on April 4th and discussed collection of refuse <br />on private property of condominiuffi owners. Finance Committee will be formulatiag a <br />recommendation with respect to funding such a service but feels ft is imperative that <br />the question be addressed by Council, specifically the Environmental Comm.i.ttee, for <br />recommendation with respect to polieies relative to refuse. Finance and Environ- <br />mental Committees will meet jointly to discuss further with the hope that the <br />Environmental Committee can and will develop a recommendation with resgect to either <br />reaffirming the existing policy, making adjustment to the existing policy, so if <br />it is the intent to change the existing policy, the Administration can be given some <br />direction as to what Council would be looking for. Feels Council should first look <br />at the existing policy; see if it should be changed or not; then make a decisian <br />with respect to funding. Under the existing policy, and under the existing contract, <br />the City is obligated to pick up garbage from condominium owners prvvided Che garbage <br />is placed at the curb. Committee is prepared to make a recommendation to Council on <br />the funding aspect of that if every condominium owner puts the garbage out on the <br />curb under the existing policy. Hopes to get some information from the Law Depart- <br />ment with respect to the existing contract with BFI as to whether the City can <br />advertise for specific garbage pickup for a certain segment of the community in light <br />of the fact that these same property owners are entitled to garbage pickup under the <br />exlsting contract. Will be scheduling a meeting on the subject and would request <br />the Mayor, Law Director, Finance Director and Service Director to be in attendance. <br />2) Committee also discussed funding for the CRIS Unit for the Police Department in <br />the amount of $4,793. This amount will be included in a forthcoming appropriation <br />ordinance. <br />3) Discussed Ordinance No. 83-29, authorizing the Director of Public Service to <br />advertise for concrete and coffiittee has no objection. <br />4) Discussed Ordinance No. 83-30; will retain in committee pending further review <br />to evaluate possible conflicts of this ordinance with respect to existing longevity <br />programs for the Bus Line and Service Department. <br />5) Discussed Ordinance No. 83-31 and will be preparing some amendments with respect <br />to this vacation ordinance. Will provide the Clerk with the exact langusge. <br />6) Would ask the Finance Director to schedule a public hearing with reapect to <br />Federal Revenue Sharing FundS. A public hearing is necessary over and abave the public <br />meetings and discussion already held regarding the appropriations for the Suvner <br />Recreation Program line item in the current appropriations. Follawing the public <br />hearing, Council will be asked to reaffirm its decision relating to the Summer Recrea- <br />tion Program. <br />7) Committee had some other items to discuss but because of the previously scheduled <br />Coimcil as a Whole Committee Meeting were unable to continue at this time. <br />People addressing Council: <br />Frances Yanik, 30882 Old Shore Drive, discussed home values being decreased in <br />Timber Trails by the constructions of new homes that are lower in price by as much <br />as $50,000. Mr. Wilamosky also stated that over one hundred engineering defects <br />exist in this subdivision; who is responsible for correcting them? Mayor advised he <br />will met with City Engineer Zurawski and Law Director Gareau to see what the City's <br />legal liability and responsibility is. <br />Dr. Thaddeus Mandato, President of taoodscapte Condominium Owners Association and <br />co-chairman of the North Olmsted Condominium Owners Association thanked Council for <br />the introduction of legislation tonight regarding the pickup of refuae from the <br />? condominiums. Mr. Woerpel presented a petition with a total of 379 residents' signatures <br />asking that refuse be picked up from their condominiums
