Council Minutes of 4/5/83 <br />-5- <br />Mr. Edward Graves, 3925 Pine Circle, discussed the truck ordinance, Ordinance No. <br />82-88. As Vice Chairman of the Board of Zoning Appeals has heard two cases and <br />feels this ordinance, at hest, is loosely enforcable. The Building Inspectors work <br />from 8 A.M. to 4:30 P.M.; the truck owners park their trucks illegall.y from 5 P.M. <br />to 7 A.M. The Police Department says they can do nothing. Who will enforce the <br />ordinance? Mayor advised he would contact the Building Cnmmnissioner; perhaps work <br />out an arrangement with the Police Department so that when a violation exists, <br />the police can ca11 somebody from the Building Department to cite the truck owner. <br />Mrs. Betty Lord, 5917 Gareau Drive, Chairma.n Landmarks Commission, stated that <br />the Commission had received a lot of ingut concerning the future of Town Hall. <br />Has had an excellent response from architects who have expressed an interest in <br />working on the restorations. <br />Mr. John Gugliemino, 5881 Dorothy Drive, stated that he has repeatedly asked that <br />a portion of street in front of his residence be repaired. Service Director <br />replied that there are only so many dollars availabe to repair the streets of <br />North Olmsted. Council has ordinances on the agenda tonight that will authorize <br />approximatelq $143,000 for material for street repair. <br />LEGISLATION: <br />Ordinance No. 82-150 introduced by Mr. Woerpel was given its third reading. An ordin- <br />ance authorizing and directing the Mayor of the City of North Olmsted to contract for <br />the services of a consultant to the Landmarks Commission, in an amount not to exceed <br />three thousand five hundred dollars ($3,500.00) for the purpose of providing services, <br />plans and estimates for the rehabilitation of Town Hall, a Natianal Register Landmark. <br />Mr. Woerpel moved for adoption, second by Mrs. Petrigac. Mr. Wilamosky pointed out <br />that the Finance Committee had not reported out on this legislation; Mr. Woerpel <br />advised that at the Council Meeting of December 7, 1982, this ordinance had been <br />tabled to a date certain of March 1, 1983. Since it still had not cQme off the <br />table, he felt an obligation to have it placed on the agenda this evening. He then <br />withdrew his motion for adoption in order to refer it back to committee; Mrs. Petrigac <br />withdrew her second. Ordinance No. 82-150 referred back to Finance Committee. <br />Ordinance No. 83-23 introduced by Mr. McKay was given its third reading. An ordinance <br />amending the Traffic Control Map and File of the City of North Olmsted by providing <br />for removing the prohibition of left turns between 4:00 P.M. and 6:30 P.M. for all <br />vehicular traffic traveling in a northerly direction on Dover Center Road making left <br />turns onto Mill Road. Mr. McKay moved for adoption, second by Mr. Logan, unanimously <br />approved. Ordinance No. 83-23 adopted. <br />Resolution No. 83-24 introduced by Mr. McKay was given its third reading. A resolution <br />authorizing the Director of Public Service to advertise for bids for the illumination <br />of a parking lot near the Community Cabin and the Senior Citizen Center in the City of <br />North Olmsted, and declaring an emergency. Mr. McKay moved for adoption, gecond by <br />Mr. Woerpel, unanimously approved. Ordinance No. 83-23 adopted. <br />Ordinance No. 83-25 introduced by Mr. McKay was given its third resding. An ordin- <br />ance appropriating fifty-four thousand dollars ($54,000.00) far capital expenses, <br />general obligation note issuance expenses, and general obligation note retiretwent, <br />and declaring an emergency. Mr. McKay moved for adoption, second by Mr. Wilamosky, <br />? unanimously approved. Ordinance No. 83-25 adopted. <br />Ordinance No. 83-26 introduced by Mr. Logan was given its third reading. An ordin- <br />ance authorizing the Director of Public Service to sell the five (5) single family <br />structures presently being occupied by the City of North Olm.sted, which are located <br />along Dover Center Road, and declaring an emergency. Mr. Logan moved for adoption, <br />second by Mr. McKay, unanimously approved. Ordinance No. 83-26 adopted.
