Council Minutes of 4/5/83 _7_ <br />? Mr. Woerpel moved to amend the agenda to reconsider Resolution No. 83-29 at this <br />time, seeond by Mr. WilamDsky, unanimously approved. Mr. Wilamosky moved for sus- <br />pension of rule requiring three readings, second by Mr. Woerpel, unan.imously agproved. <br />Mr. Wilamosky moved for adoption, second by Mrs. Petrigac, unanimously approved. <br />Resolution No. 83-29 adopted. <br />Under Old Business: <br />Mrs. Petrigac discussed the drainage problems on Edgepark, Sanders Lane and Woodpark <br />which have been reported on since July of 1982. Serviee Director has not furnished <br />the residents with the facts and figures to resolve the problem as was promised. <br />Mr. Corrigan stated that this is a private problem; he had volunterred to get some <br />information for a contractor; Mr. Limpert provided an estimate of $14,000 for <br />approximately 1400 lineal feet of plastic drain line, including 30 or 35 12-inch <br />catch basins. This would cost approximately $500 per household if all 30 property <br />owners agreed to participate. Will wait for confirmation of these figures by the <br />contractor before advising the residents. <br />Mrs. Petrigac discussed the review of the proposed Master P1an from 1968 which is <br />currently being undertaken by the Planning Coanaission. Would hope that any changes <br />or amendments the Commission saw fit to make would be brought before Council for <br />consideration. Mr. Woerpel advised that :the Comm3.ssion is involved in a number of <br />long range studies at this point; perhaps Mrs. Petrigac would invite Mr. Morgan, <br />Chairman of the Planning Gommission, to attend her Long Range Planning Commi.ttee <br />meeting when city-owned vacant land is discussed. Mr. Corrigan warned that the <br />demographics in the 1968 Master Plan are very, very specious and never materialized; <br />to use these demographics wouid be a dangerous thing to do. Mr. Woerpel replied that <br />the Planning Commission recognizes that the materfal compiled at that time is not <br />necessarily relevant today but could be used as a point of reference only. <br />Mrs. Petrigac reported that people were still getting tickets for driving through the <br />property at Best Company. Council had discussed the possibility of erecting a sign <br />stating "No Through Traffic" and Mr. Petre was to discuss this possibility with Best <br />Company and report back to Council. What has been done; what will be done? Mayor <br />Swietyniowski stated he would personally get involved in this matter and report <br />back to Mrs. Petrigac; will have to check with the Law Director to see if the City <br />can erect a sign on private property. Although Mr. Petre is on vacation, Mayor knows <br />where to reach him; will call and something will be done before the end af the week. <br />Mr. Logan reminded the Administration that in September of 1982, Ordinance No. <br />82-123 was adopted, regulating the hours of use for drive-through windows of <br />restaurants. Has three times requested the Safety Director to enforce this ordinance. <br />It is not being enforced; would the Administration take proper action to see to this. <br />Mr. Wilamosky asked the Mayor if an agreement had been signed with the County <br />Commissionera regulating and setting a new rate for sewer charges for tcwmship residents. <br />Ma.yor replied he was not sure; would have to check on it. <br />Mr. McKay asked Service Director Corrigan what progress was being made on the guard <br />rail at Great Northern Boulevard. Mr. Corrigan advised he wanted to discuss this <br />with the Safety Director and the Police Department as well as the City Engineer. <br />Temporary repairs have been made; material cost only for a new guard rail is estimated <br />at $5,180.
