Council Minutes of 3/15/83 <br />-2- <br />City Engineer Zurawski reported: 1) The final tracings on Dover Center Road were <br />forwarded by UDOT, District 12, to their central office in Colunbus on Monday, <br />March 7th. Right-of-way still must be acquired bq Westlake before construction <br />can begin and before advertisin g will take place. On March llth, met with repre- <br />sentatives from Ohio Bell Telephone Companq, ODbT, and representatives of the <br />County Engineer's office to diecuss relocation of the OBT overhead line. <br />2) Concerning the proposed water liae improvements, last week discussed the pro- <br />posed water line improvements with Comnissianer Cedroni of the Clev€land Water <br />Department. Also obtained engineering drawings ehowing the existing locatian of <br />the water line. Requested their Chief Engineer, Ed Zima, to have the drawings <br />updated, showing any receat service connections. If the cleaning and reiining of <br />the water line takes place, a temporary line with service connections will be <br />utilized along the portion where the work is being conducted, in other words, <br />from hydrant to hydrant. <br />3) As soon as possible, a testing service will take pavement cores to determine <br />the type and thickness of various materials comprising Lorain Road, between <br />State Route 17 and the west corporation line. <br />4) The optically, programable 3M vehicular signal has been replaced with conven- <br />tional five section heads on the south approach at Country Club Boulevard and <br />Great Northern Boulevard. <br />5) Regarding the Facility Plan, Step II, a check for $5,000 has been submitted to <br />the Ohio EPA; an additional $15 was requested. <br />6) Met with CEI to discuss the Senior Citizens' Center parking lot illumination; <br />CEI will provide power only at street lighting rates, not at the higher metered <br />power rate. <br />7) Regarding the Community Development Block Grant Project for tree planting along <br />1480 near Grace Road, met several times with Don Copeland, Director o€ Human Re- <br />sources, to determine the scope and timetable of this project. Don and a member <br />of the engineering staff inet with representatives of ODOT to determine their re- <br />quirements since, in order to plant the trees, the City will be on State limited <br />access property. <br />8) A speed zone study on State Route 252 has started but the project is moving <br />very slowly. The studq must show that a number of warrants must be met before a <br />reduced speed will be allowed or ,journalized by the Director of the Ohio Department <br />of Transportation. <br />9) Last week and today, actually on site, met with Mr. Fred Bower, President of <br />Shore West, regarding the Timber Trail Subdivision, now marketed as Meadowbrook. <br />Are working to determine how and when the requirements of the City can be completed <br />so that all the roads in the subdivision can be dedicated. <br />Law Director Gareau reported: 1) At last Council Meeting, had indicated he was <br />awaiting a decision on the Civil 5ervice Case dealing with the police officar who <br />was given a suspension because of an incident of shooting a dog. The past week, <br />it was appealed to the Eighth Appellate District and is in the Court of Appeals. <br />2) Three ordinances, regarding changes in the new DWI law, are on first reading <br />tonight; would suggest that Council pass under suspension of rule requiring three <br />readings since the law will become effective tomorrow. <br />Safety Director Petre had no report; requested a meeting with Council, Chief Taylor, <br />and Law Director to discuss the new jail standards. <br />? . <br />.. .
