Council Minutes of 3/15/83 -4- <br />Advisory Council. The Litter Control Program will include the purchase of <br />approximately 65 stone aggregate litter receptacles to be installed at public <br />transportation stops, City parks and the North blmBted Recreation Complex. <br />In addition, commj.ttee progoses a public awareness program to educate residents, <br />school children and other segments of the community. Schools wilZ conduct a <br />contest to create an original s1Qgan or logo promoting litter control. When <br />the original design is selected by the cotmnittee it will be reproduced and used <br />on the litter receptacles, on signs around the City and possibly on City buses. <br />A two to three minute video tape wi11 be prepared by West Shore Cable TV and <br />presented to various commuunity organizations. By summer, all the components <br />of the Litter Control Program will be in effect. <br />Mr. Wilamosky, Chairma.n Finance Committee as we11 as Streets and Drainage Committee <br />reported: 1) Finance Comaittee met Mareh 14th with Councilwoman Saringer also in <br />attendance. Committee directed its ef£orts to formulating some reevamendations <br />with respect to providing Coimcil with amendmtnts to the Mayor's approgriation <br />ordinance. These amendments will be submitted prior to the reading of Ordinance <br />No. 83-22 this evening. <br />2) Has also asked that Ordinance Nos. 83-17 and 83-18 be removed from the agenda. <br />These ordinances deal with the hiring of an engineer for development plans and <br />engineering studies for the relinifig of the water line. Comnittee is concerned <br />with the City's funding capabilities to cover the cost of the total pro3ect. Until <br />firm guidelines and programs for funding are established, it would be ludicrous to <br />spend $100,000 to develop a plan that may be obsolete in two or three years. Would <br />like to retain both ordinances in comanittee. <br />3) Recommendations for the appropriation ordinance do not provide, in any case, for <br />wage increases. Comnittee would like to discuss with Council-as-a-Whole. There <br />is no provision for keeping the ice rink open during the summer to provide a <br />sunmuer skate program during the week at the Rec Center. Hopefully, will be pre- <br />senting that at a later date in the form of legislation. <br />Letters and Communications: <br />Clerk of Council announeed receipt of a letter notifying the City of North Olmsted <br />that a referendum petition will be circulated against Ordinance PIo. 83-2 and <br />Ordinance No. 83-3, passed by Council on Mareh 1, 1983. <br />Mayor Swietyniowski reparted receipt of a petition signed by the Presidents of the <br />Condominium dwners' Assaciation ask.ing the City of North Olmsted to enact legis- <br />lation authorizing the pickup of refuse from condominiums situated in the City. <br />Also, a letter signed by owners of Kings Path Condominiums stating that they <br />are reluctant to participate in the plan promoted by neighboring condominium owners <br />to force the City to pick up rubbish from the condominiums; want no part of it; <br />present pickup cost is mi.nimal and very satisfactory. <br />People addressing Council: <br />Mr. Ed Bak, North Olmsted Fireman/Paramedic read and presented a statement to Council <br />objecting to Ordinance No. 83-30 regarding longevity and Ordinanee No. 83-31 re- <br />garding employee vacatians. Feels the ordinances will take away the €iremens' <br />rights to negotiate vacations and longevity. <br />Jim Supple, North Olmsted Bus Driver also questioned these ordinances and asked <br />how they would affect the Bus Line. Councilman Wi3amosky stated that the longevity <br />? change would not affect gresent employees whatsoever; the vacation ordinance is <br />merely a clarification of the existing vacation ordinance.
