Counci.l Mfnutes of 3/1/$3 <br />-6- <br />LEGISLATION: <br />Ordinanee No. 82-98 introduced by Mr. Wilamosky was given its third reading. An <br />ordinance authorizing the issuance of notes in anticipation of the issuance of bonds <br />for the purpose of construeting, f urntshing and equipping a new City Adm#.nistration <br />Building and improving the site thereof, as amended. Mr. Wilamosky moved to table, <br />second by Mr. McKay, unanimously approved. Ordinance No. 82-98 tabled. <br />Mr. Wilamosky moved Council postpone Ordinance No. 83-2 to a date certain of <br />April 5, 1983. There was no second. <br />Mr. Wilamosky moved Council amend the agenda and allow third reading of Ordinance <br />No. 83-5 prior to the reading of Ordinance No. 83-2. There was no second. <br />Ordinance No. 83-2 introduced by Mr. T,TOerpel was given its third reading. An ordin- <br />ance providing for the amendment of the Zone Map of the City of North Olmsted, which <br />Zone Ma.p is part of the Zoning Code of the City of North Olmsted, by changing the <br />premises herein described from SingZe Residence A District to Limi.ted Industry- <br />Industrial Park District, and repealing Ordinance No. 82-103. Mr. Woerpel moved <br />for adoption, second by Mr. Logan. Mr. Wilamosky spoke for over eleven minutes <br />on the background of this whole issue. Mr. Woerpel read Article X, Section 2, <br />Referendum,which provides the residents of North Olmsted with a,*eans.of redress. <br />Roll ca11 on motion to adopt Ordinance No. 83-2: Affirmative vote: Logan, McRay, <br />Petrigac, Saringer, Woerpel. Negative vote: Bierma.n, Wilamosky. 5 Aye - 2 Nay - <br />Motion carried. Ordinance No. 83-2 adopted. <br />Ordinance No. 83-3 introduced by Mr. Woerpel was given its third reading. An ordin- <br />ance providing for the amendment of the Zone Map of the City of North Olmsted, which <br />Zone Map is part of the Zoning Code of the City of North Olsmted, by changing the <br />premises herein described from Multiple Residence District to Limited-Industrial <br />Park District, and repealing Ordinance No. 82-104. Mr. Woerpel moved for adoption, <br />second by Mr. Logan. Roll call on motion: Affirmative vote: Logan, McKay, <br />Petrigac, Saringer, Woerpel. Negative vote: Bierman, Wilamostcy. 5 Aye - 2 Nay - <br />Motion carried. Ordinance No. 83-3 adopted. <br />Ordinance No. 83-4 introduced by Mr. Woerpel was given its third reading. An ordin- <br />ance creating a financial task force for the purpose of reviewing all incoine and <br />expense for the City of ldorth Olmsted, and reporting its findings to Council, with <br />recommendations for improved fiscal management of the City's financial resources. <br />Mr. Woerpel moved to amend Section I by striking the phrase "the remaining two shall <br />have public accounting backgrounds with at least three years experience"; deleting <br />Section 2 in its entirety, and renumber Section 3 as Section 2, second by Mr. Bierman. <br />Roll call on motion to amend: Affirmative vote: Bierman, Petrigac, Woerpel. <br />Negative vote: Logan, McKay, Saringer, Wilaatiosky. 3 Aye - 4 Nay - Motion defeated. <br />Mr. Wilamosky explained his "no" vote by stating that the legislation had not yet <br />been reviewed by committee. Mr. Woerpel moved to adopt, second by Atr. Bierman. <br />Mr. Logan asked to explain why he was going to vote "no" on the ad4ption of <br />Ordinance No. 83-4; he feels that the existing system, plus the State Auditor's <br />involvement on a regular basis, precludes the need for this legislation along with <br />the costs involued in establishing a task force. Mrs. Petrigac suggested that since <br />the legislation had not been reported out by committee that it should be left in <br />committee. Mr. Woerpel withdrew his motion for adoption. Mr. Woerpel ffioved Ordinance <br />No. 83-4 be referred back to the Finance Comnittee, second by Mrs. Saringer, <br />unanimously approved.
