<br />Council Agenda for 2j15/83 _7_ <br />LEGISLATION (cont'd): <br />Ordinance No. 83-19 introduced by Mr. McKay was given its first reading. An <br />ordinance amending the Traffic Control Map and File of the City of North Olmsted <br />to provide for the installation of a traffic control signal on Dover Center Road <br />at the intersection with Brookpark Road Extension. Referred to Transportation <br />Committee. <br />Resolution No. 83-20 introduced by Mrs. Saringer on behalf of the Mayor and the <br />entire Council was given its first reading. A resolution commending the achieve- <br />ment of the Eagle Scout Award in Boy Scouting. Mrs. Saringer moved for suspension <br />of rule requiring three readings, second by Mr. Wilamosky, unanimously approved. <br />Mrs. Saringer moved for adoptian, second by Mr. Woerpel, unanimously approved. <br />Resolution No. 83-20 adopted. <br />Ordinance No. 83-21 introduced by Mr. Wilamosky was given its first reading. <br />An ordinartce establishing and fixing the compensation far all Council At-Large <br />Members of the City of North Qlmsted for the term of office commencing January <br />1, 1984, and ending December 31, 1987, and declaring an emergency. <br />Under Old Business: <br />Mr. Woerpel spoke on a point of personal privilege and pointed out that at the <br />Council Meeting of February l, 1983, when Ordinance No. 82-160 was defeated, some <br />Members of Council indicated that they were dissatisfied with the ordinance as <br />it was and would be happy to discuss it, have it amended or have it go back into <br />committee to be rewarlced. Mrs. Petrigac took these statements to heart and came <br />up with some amendments so the ordinance might be further discussed. This <br />evening, along political lines, it was automa.tically, out of hand, dispensed with <br />and Mr. Woerpel does not feel this is in the best interests of the comnunity. A <br />lot of thought and work was put into reworking the legislation and it is un- <br />fortunate that it was not even given a chance to be discussed. <br />Mrs. Petrigac expressed her disappointment that the legislation was not further <br />discussed; she was more than willing to further amend it in order to arrive at a <br />solution that would be workable for all. <br />Mrs. Saringer commented that the Legislative Committee feels that there is <br />another piece of legislation on the agenda that is similar and the committee feels <br />more comfortable with it; this being Ordinance No. 83-16, introduced by Mr. Wilaittosky. <br />Mr. Woerpel disagreed that Mr. Wilamosky's legislation does the same thing as <br />Ordinance No. 82-160; it adds nothing new; simply requires the same Feople who <br />already are required to file a statement, to refile that exact same statement <br />at a dif£erent locatian. Ordinance No. 82-160 would go beyond electcd officials <br />and encompass those members of the City government who are not elected by the <br />people but who still have control and direction over a large sum of tax dollzrs <br />to also file. <br />Mr. Wilamosky stated that Ordinance No. 82-160 was unsatisfactory to him in <br />bringing responsible government and representation as well as information to the <br />public; feels Ordinance No. 83-16 provides a vehicle to provide adequate information. <br />Mr. Logan stated that his problem with Ordinance No. 82-160 was grimarily with the <br />yes/no answers, where questions were asked as far as interest and officials could <br />only answer yes or no; feels it would leave itself open to a wide variety of <br />problems.
