Council Minutes of 12/18/84 -~- <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: 1) A <br />,joint meeting of Transportation and Safety Committees was held this evening. Ordin- <br />ance No. 84-104 was reviewed and based on observations to date, it appears that pro- <br />hibiting no right turn on red would require that the present signal time be adjusted <br />to allow more "green time" for Lorain Road to clear traffic and time would have to be <br />deducted from "green time" for Clague Road; this would defeat the purpose of the left <br />turn signal. Committee unanimously decided to keep Ordinance No. 84-104 in committee. <br />2) Committees also discussed Ordinance No. 84-90, the reduction of speed on Porter <br />Road. State of Ohio has recommended that North Olmsted conduct a traffic field <br />survey in the Spring to evaluate the ,traffic on Porter Road. At that time, will re- <br />port to Council and decision will have to be made. <br />Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings as well as Trans- <br />portation Committee reported: 1) Transportation Committee met this evening with all <br />members present. Committee discussed the emergency needs for the Police and Fire <br />Department as presented by Safety Director Petre. Fire Department needs a new 1984 <br />or 1985 chassis and defibrillator at a cost of $37,000 as well as a 1984 or 1985 full <br />size van for $14,600. Fire Engine Two has a need for body repairs at a cost of <br />$4,800. Police Department needs to replace a 1981 Ford and three 1982 Plymouths. <br />There is also an immediate need for replacement of one of the detective cars, a <br />1979 Granada. Will request legislation to be prepared by Law Director so it will <br />be ready for next meeting. In the past, legislation has not been ready early enough <br />and City has not been able to have comparative type bidding; this year, hopes to be <br />able to encourage more people to bid on these items. <br />Mr. tJilamosky took exception to one of Mrs. Petrigac's remarks, i.e. the implication <br />that police cars were purchased without competitive bidding in the past. Stated this <br />is not factual; City has had competitive bidding; does advertise and interested manu- <br />facturers who so desire have submitted bids. Mrs. Petrigac replied that she might <br />have worded her remarks incorrectly; the market has not been as competitive as it <br />could have been if the City were not up against a deadline. Some of the factories <br />have been closed for retooling and have not been in a position to bid by the time <br />Council has passed the legislation. Hope to hit more of the market this year. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: 1) BZD <br />Committee met earlier this evening with Building Commissioner Gundy and City Engineer <br />Schaller also in attendance. Committee discussed the Crestmont Chrysler Dealership <br />proposal continued from the last meeting. A permanent variance has been granted <br />to display six cars in the front setback. The proposal was revised, as per BZD re- <br />quest, and there will be a nine foot green frontage and a 27 foot landscaped front. <br />An exterior lighting plan was submitted and a trash site, with screening, included. <br />Mr. Tallon moved Council approve the plans as approved by Planning Commission, ARB <br />and recommendations of BZD Committee, second by Mr. O'Grady. Roll call on motion: <br />Affirmative vote: O'Grady, Petrigac, Saringer, Tallon, Wilamosky. Negative vote: <br />Bierman. 5 Aye - 1 Nay - Motion carried. <br />2) Committee also discussed the Amber Oaks' Subdivision signage. Proposal was sub- <br />mitted to erect entranceway signs at the intersection of ?,Talter and Woodside Drive <br />and Gessner. Since there is no homeowners' association in existence, a motion was <br />made to accept the proposal with the stipulation that if the signs are not kept up, <br />the City will remove them; motion passed. Mr. Tallon moved Council approve the <br />Amber Oaks' Subdivision entranceway sign proposal, second by ?4r. Bierman, unanimously <br />approved. <br />
