Council Minutes of 11/20/84 -4- <br />5) Allegation Number 3, which was a charge that employees were being paid who <br />had not worked, was discussed briefly. There was not a lot of information <br />available but based on the text of the allegation, the Director of Finance has <br />information relating to this sloppy practise of paying employees who do not work. <br />Committee wants to know who these employees were, former employees or non-employees; <br />what amounts they were to be paid and who asked that they be paid. <br />6) Allegation Number 4, which accorded full-time benefits to part-time employees <br />was also reviewed. Committee again wants specific information as to who asked <br />that they be paid; when, what amount and for what dates. Also, would like some <br />information relating to the allegation that hospitalization was afforded to an <br />employee working part .time. Committee wants information as to whether the City or <br />the employee was paying the hospitalization and details as to whether or not it was <br />one or more employees. <br />7) Committee discussed briefly purchases made from relatives. Mr. Gorsuch advised <br />that as soon as this'was brought to his attention he immediately took steps to <br />stop it. Committee wants this information; who authorized the purchases; in what <br />amounts; and copies of the invoices. <br />Audience participation: <br />Mrs. Helen Krecic, 29369 Lorain Road, stated she has had leaves piled on her tree <br />lawn for over a month; when will the City pick up? Mr. Gorsuch. stated he would <br />get the information for her and advise immediately after tonight's meeting. <br />LEGISLATION: <br />Ordinance No. 84-96 introduced by Mr. Bierman was given its third reading. An <br />ordinance requiring any person convicted of an offense, other than a minor mis- <br />demeanor and confined to prison, station house, workhouse or County Jail, to reim- <br />burse the City of North Olmsted for its expenses incurred by reason of confinement <br />and authorizing the Law Department to institute an appropriate civil action to <br />recover same, and declaring an emergency. Mr. Bierman moved for adoption, second <br />by Mr. O'Grady, unanimously approved. Ordinance No. 94-96 adopted. <br />Ordinance No. 84-100 introduced by Mr. Wilamosky was given its second reading. An <br />ordinance enacted by the City of North Olmsted, Cuyahoga County, Ohio, in the matter <br />of the hereinafter described improvement, under the supervision of the Director of <br />Transportation, and declaring an emergency. <br />Ordinance No. 84-104 introduced by Mr. O'Grady was given its second reading. An <br />ordinance amending the Traffic Control Map and File of the City of North Olmsted to <br />provide for the installation of two "no turn on red - 7:30 A.M. to 9:30 A.M. and <br />4:30 P.M. to 6:30 P.M., Monday through Friday", signs at the intersection of Lorain <br />and Clague Roads, thereby controlling traffic traveling east and westbound on <br />Lorain Road. <br />Resolution No. 84-106 introduced by Mayor Swietyniowski was given its second reading. <br />A resolution authorizing the Mayor to enter into a contract with the Cuyahoga County <br />General Health District for the year 1985, and declaring an emergency. <br />Resolution No. 84-107 introduced by ?`4r. Wilamosky was given its second reading.
