Council Minutes of 11/20/84
-5-
LEGISLATION (cont'd):
Ordinance No. 84-108 introduced by Mr. Wilamosky was given its second reading. An
ordinance to make appropriations for current expenses and other expenditures for
the City of North Olmsted for the year ending December 31, 1984.
Ordinance No. 84-109 introduced by Mrs. Petrigac was given its first reading. An
ordinance amending the Traffic Control Map and File of the City of North Olmsted to
establish no stopping or parking zones on the fire hydrant sides of Hampton Drive,
Devon Drive, Berkshire Drive, Tudor Drive, Alden Drive, Douglas Drive, Evergreen
Drive and Willet Drive.
Ordinance No. 84-110 introduced by Mrs. Petrigac was given its first reading,. An
ordinance amending the Traffic Control Map and File of the City of North Olmsted
to establish no stopping or parking zones on the fire hydrant side of Dogwood Trail,
Linwood Circle and Forestwood Parkway.
Ordinance No. 84-111 introduced by P'Irs. Petrigac was given its first reading. An
ordinance amending the Traffic Control Map and File of the City of North Olmsted
to establish no stopping or parking zones on the fire hydrant side of Taestview
Drive, from Lorain Road to Linda Drive.
Resolution No. 84-112 introduced by Mr. Wilamosky was given its first reading. A
resolution authorizing the Director of Public Service to advertise for bids for new
tires and tubes for use by the City, and authorizing the Mayor to contract for same,
and declaring an emergency. Referred to Finance Committee.
Under Old Business:
Mr. Bierman asked the Mayor if he had researched the contract with Walter Drane
and Company with respect to the recodification of city ordinances as Mr. Bierman
had requested at the last Council Meeting. Mayor indicated that he had not, however,
he believed that the $10,500 appropriated was sufficient to cover the contract.
Mr. Bierman's concern was that the contract might not be recognized because it
had gone unsigned for longer than sixty days and the city might be charged more than
$10,500. Law Director stated that Walter Drane will comply with the terms and
conditions of the contract; will do what they are required to do with respect to
the contract and the cost will be $10,500. Clerk of Council stated that as far as
she knew, the contract Council approved, covered under Ordinance No. 84-5, was still
unsigned. Mayor stated that Mr. Kennewig from Walter Drane Company was supposed to
come in to see the Mayor and discuss something with him: "they are the ones that
wanted to come down and see me prior to signing it - to set up an appointment to come
down and see me". Mr. Wilamosky confirmed that $500 had been additionally appropriated,
over and above the original $10,000; the money is there. In answer to Mr. Wilamosky's
question, Clerk of Council stated that when Mr. Kennewig called, she told him that
Council had passed the ordinance authorizing the Mayor to enter into the contract;
Council had nothing else to do with it-after passage; it was up to the Mayor to sign
the contract; she then transferred all calls to the Mayor's office.
Mr. Bierman stated that he understood the punch list for accepting the building
was to be completed on December 15th. He noticed that the clothes rack had not
been installed in the large caucus room; are there other small things such as this
that have not been completed? Mayor stated he would look at the plans and see if a
rack is in them; he will check it out.
Mr. Bierman asked if the Mayor was planning on filling the vacancy on the Planning
Commission? Mayor replied he will have a recommendation prior to the next Council
Meeting.
I
