;' <br />' Council Minutes of /17/84 _6_ <br />LEGISLATION (cont'd): <br />Ordinance No. 84-70 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance providing for the issuance and sale of $75,000 notes, in anticipation of <br />the issuance of bonds, to pay costs of acquiring and installing telephone equipment <br />and necessary appurtenances thereto for use by the City, and declaring an emergency. <br />Referred to Finance Committee. <br />Ordinance No. 84-71 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance providing for the issuance and sale of $54,000 notes, in anticipation of <br />the issuance of bonds, for the purpose of acquiring motor vehicles for the Department <br />of Public Safety, and declaring an emergency. Referred to Finance Committee. <br />Under Old Business: <br />Mr. Wilamosky expressed his surprise and disappointment that the County rejected <br />the project dealing with the traffic island - the miniature City Beautiful Project - <br />with respect to Community Development Block Grant allocations. This concept would <br />prevent potential blight as well as providing for safe access of vehicular traffic <br />in the area. <br />Mr. Bierman discussed the terrible condition of the area just west of the Police <br />Station, due to construction of the Administration Complex, and asked if this <br />would be taken care of in-house. Service Director Corrigan advised that a pole <br />was moved as well as a fire hydrant; the apron is going to be expanded for easier <br />mobility of buses; this is part of the contract with the builder; believes it will <br />be done this year. <br />Mr. Bierman also commented that at Mr. Corrigan's invitation he drove down Country <br />Club to see the "new concept in repaving". There were two pieces of equipment there <br />but no one to explain what this new concept in repaving was. Service Director <br />Corrigan stated that he really did not indicate that it was a new concept but wanted <br />Council to see and appreciate some of the problems the Service Department is experi- <br />encing with concrete roads. This community started out with gravel roads; converted <br />to asphalt streets; developed standards for subdivisions and went to concrete streets. <br />During this period, the Service Department was primarily concerned with an inch or <br />so of overlay on asphalt streets;-the~con~rete streets were fine and did not need <br />any repair. Standards have changed over the years. Thirty-one yard garbage packers <br />are now being used; trucks in general have increased in size; load level on the <br />streets has increased and the sub base is just not there to support this added load <br />level. Deterioration of joints, lack of curb drains in many cases, and water seeping <br />under the concrete is causing the loss of concrete streets. Country Club specifically <br />was not built as a City street. It did not meet City specifications. This is why <br />the problem was dumped on the Service Department and they are trying to cope with it. <br />Will do the best they can and hope to get six to eight more years out of it but this <br />is not really the proper approach to street reconstruction in this community. Had <br />contacted Michael Benz and. Associates to prepare an estim€~te on a street program and <br />received their report today.. They estimate between $21,000 and $26,000 for just a <br />program to tell the City where it is at now; where it should go and what the cost will <br />be. Council will have to decide if this approach to the problems of streets in this <br />community is desirable. This is why Mr. Corrigan asked Council to take a look at <br />Country Club. Literally, the whole street should be ripped up and rebuilt; the City <br />is not going to do that; it is doing the best it can and hopes to have it operational <br />for this Fall. <br />Mr. Wilamosky asked what action had been taken by the Administration with respect to <br />the petition relative to the installation of sidewalks on Stearns Road. Director <br />Corrigan advised that the Engineering Department is following up on the petition. <br /> <br />
