Laurel Restaurant, 23642 Lorain Road, proposal to construct addition. <br />Proposal was tabled until next regular meeting in order to research the property .for <br />previous variances. <br />2) Committee discussed Ordinance No. 83-137 which was passed as a replacement ordin- <br />ance when it should have been passed as an addendum to the original ordinance. Legis- <br />lation will be requested to correct. <br />3) Committee discussed an ordinance for drainage retention; legislation will be re- <br />quested. <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee <br />reported: 1) Finance Committee met on July 2nd with the Mayor, Service Director, <br />Finance Director, Director Logan and Councilman Bierman in attendance. Committee dis- <br />cussed fines and penalties for late and non-payment of municipal income taxes. <br />Current interest rate for penalties is 10%; Committee recommends it be increased to 15%. <br />Committee also recommends the minimum fine of $5.00 be increased to $25.00. Also, <br />if employers collect the tax and do not pay those receipts to the City, Committee <br />recommends that a penalty be charged them - 20% interest rate and a penalty of 10% <br />per month, not to exceed 100% in any one year. In the commercial section, committee <br />recommends that the minimum penalty of $5.00 be increased to $25.00. T,lill request <br />legislation based on these recommendations. <br />2) Discussed the notes that are coming due for police vehicles, telephone service <br />equipment, as well as the City Complex. Will be requesting legislation to present <br />these notes and ask that they be placed on the agenda for the next Special Council <br />Meeting. <br />3) The 1985 estimated budget was also discussed. Mr. Logan has made some adjustments <br />to the budget and presented these changes to Council. <br />4) Committee also discussed the legislation regarding PERS pick-up; will report out <br />more fully when the legislation has officially been placed in committee for review. <br />5) North Olmsted Community Improvement Corporation met June 28th to take official <br />action on an application of Fogg-North Olmsted, Limited, for $420,000 in Industrial <br />Development Revenue Bonds. This would provide for a 7,500 square foot addition to <br />the existing 10,000 square foot Bryant-Stratton Business Institute. A motion was <br />unanimously approved by CIC members to recommend that Council adopt the legislation <br />which is on the agenda this evening. CIC discussed proxy voting; will now require <br />that a quoram has to be present. CIC discussed "A Salute To North Olmsted", a <br />business show, to be held at Great Northern Mall on August 1st through the 4th. <br />CIC members as well as Councilwoman Petrigac will spend some time there to discuss <br />CIC Industrial Revenue Bonds as well as business in general. Will not be taking a <br />booth for Homecoming since it could not be manned properly. Those in attendance at <br />the CIC meeting were bond counsel, Don Newport, Mary Slama, Michael Gareau, Joseph <br />Corrigan, Edward Boyle, Raymond Butchko, Edward Biskind, Councilmen Petrigac and <br />Bierman, and Mr. Wilamosky. <br />Mr. Wilamosky moved Council recess for a sufficient length of time to hold a Public <br />Hearing, which bond counsel advised was advertised in a newspaper of general circu- <br />lation, with. respect to Ordinance No. $4-60 covering Industrial Development First <br />Mortgage Revenue Bonds, second by Mr. Tallon, unanimously approved. President Boehmer <br />asked if anyone in the audience would like to speak on this issue. There being no <br />audience participation, President Boehmer reconvened the regular Council Meeting. <br />Audience Participation: <br />Mrs. Mary Slama, 28670 Jenkins Road, reported on the increased traffic on North <br />Porter Road; requested Council consider a traffic survey; possibly lower the speed <br />limit or add a stop sign to break up the traffic flow. Mayor Swietyniowski replied <br />that a traffic survey at this time would not give a true picture of the traffic due <br />to the Dover Center Road reconstruction; suggested the survey be done next year when <br />this project is completed. <br /> <br />
