~~ `Council Minutes of 7/3/84 <br />-4- <br />Mrs. Saringer asked that if any traffic surveys were going to be undertaken that <br />Clague Road be included. With the opening of 1480 and 190, residents getting off <br />the bus cannot safely cross Clague Road. The promised plans for reconstruction on <br />Clague Road have not materialized although Mrs. Saringer has been working on this <br />for about ten years. Mayor Swietyniowski replied that Dover Center Road had been <br />worked on for seven years and was dust reaching fulfillment; Clague Road has been <br />worked on for six years and will finally reach fulfillment too. Mr. Bierman <br />stated that while a traffic survey would not solve the problem, the Administration <br />should respond to the citizens' requests for the study. Mayor stated that a traffic <br />survey would definitely be done; Council will be advised of the results by either <br />the Mayor or the Safety Director. <br />Mr. Alan Webber, representative for Cole National Corporation, parent company of <br />The Eye Works, presented an artist's rendering to Council and asked for reconsideration <br />of the negative vote cast by Council regarding The Eye Works' proposal. After much <br />discussion, Council indicated that they would not reconsider their negative vote. <br />Michael Gareau, Barton Road resident, addressed Council as a private citizen of <br />the community and discussed the four charter amendments presented to Council in the <br />past year. Two of the amendments are on the agenda this evening, trying to resolve <br />the problem relative to people running from safe seats. One amendment would have <br />the people running in 1985 for the office commencing January 1, 1986, run for a <br />two year term rather than four years. There is nothing inherently wrong with <br />staggered terms. It is a people problem, not a problem of structure of government. <br />The one Mr. Gareau believes has merit is the ordinance that says that anybody who <br />wants to run for another position, when they are running from a safe seat, once they <br />file their declaration of candidacy, then they must resign their seat. <br />Mr. Joseph Corrigan, 6369 Brighton Drive, stated that in his opinion the precipi- <br />tating cause for the proposed charter amendments was that some members of council, <br />who had a sworn oath of office to carry out their legislative functions, failed to <br />do so by walking out and black-balling council meetings. Charter amendments are not <br />needed; public officials who uphold their specific oath of office are needed. <br />LEGISLATION: <br />Ordinance No. 84-8 introduced by Mrs. Petrigac was given its third reading. An <br />ordinance providing for the submission to the electors of the City of North Olmsted of <br />a proposed amendment to the Charter of the City of North Olmsted relating to the <br />filling of a vacancy in Council, and declaring an emergency. Mrs. Petrigac moved for <br />adoption, second by Mr. Bierman. Roll call on Ordinance No. 84-8: Affirmative vote: <br />Bierman, Petrigac, Rademaker. Negative vote: O'Grady, Saringer, Tallon, iailamosky. <br />3 Aye - 4 Nay - Motion failed. Ordinance No. 84-8 defeated. <br />Ordinance No. 84-52 introduced by Mr. O'Grady was given its second reading. An <br />ordinance adopting a new Section 525.021 of the Codified Ordinances entitled "Mis- <br />identification" of Chapter 525 entitled "Law Enforcement and Public Office". <br />Ordinance No. 84-54 introduced by Mr. Wilamosky was given its second reading. An <br />ordinance amending the Traffic Control Map and File of the City of North Olmsted to <br />establish no stopping or parking zones on both sides of Christman Drive between <br />Sutton Drive and T480 right-of-way. <br />Ordinance No. 84-56 introduced by Mrs. Saringer was given its first reading. An <br />ordinance establishing the method by which fees for the use of the facilities of <br />the Recreation Department are to be fixed, and repealing Ordinance No. 82-95, and <br />declaring an emergency. <br />
