Council Minutes of 6/19/84 _6_ <br />Under Old Business: <br />Mrs. Petrigac asked President Boehmer to appoint two members to the ad hoc <br />committee regarding long range plans for the City of North Olmsted and the <br />hiring of a City Planner. President Boehmer promised to do so before the <br />next Council Meeting. <br />Mrs. Petrigac stated that she visited the new City Ha11 Complex on Thursday, after <br />the rainstorm on Wednesday, and noted many ceiling tiles down all through the <br />second floor; garbage cans were being used in the new council chambers to catch <br />the dripping rain water coming through. What was the cause of all the water <br />damage? Has it been rectified? Service Director replied that there are two levels <br />of concern. One, is it a leaky roof? The answer is "no". Are there leaks <br />throughout the entire complex due to fabrications that went through the roof? <br />The. answer is "yes, in some instances" since any fabrication through the roof <br />has, in a sense, violated the integrity of the roof. Since last Fall, there have <br />been a series of leaks of this nature; that is the norm for a new building; <br />recaulking has been done and there is no real problem with this now. The second <br />concern was the flooding on the east side of the huilding where there are six <br />inch internal downspouts built into the Complex through a trough drain. The <br />first flooding of the council chamber was due to a two by four having been stuffed <br />in the downspout in that area. There was blockage; the two by four was removed <br />and they reworked and redrywalled. In the last storm, there was general leakage <br />the whole length of the east side of the building due to a buildup of leaves from <br />the two oak trees on the south end of the building. The leaves had built up over <br />the Winter, blocked the downspouts and caused the flooding. The gutters have <br />been cleaned. Service Director was a little skeptical about this being the pur- <br />ported cause - simply backed up aak leaves. There was a real deluge last night <br />however and there was no flooding or water intrusion into the building. This <br />does give some credence to the theory of leaf clogging being the problem. Normal, <br />preventive maintenance will be scheduled with the Foreman of the Building Mainten- <br />ance Department. Mr. Corrigan thinks there is a responsibility on the contractor <br />yet. The City has not totally accepted the building; has not been totally briefed <br />on some of the maintenance requirements of the building. Mr. Corrigan is confident <br />that it is a good building; it has an excellent roof structure; it is good design <br />and good fabrication. <br />Mrs. Petrigac asked if there was wire coverings on the gutters; also, is the roof <br />flat. Mr. Corrigan replied there were wire coverings; the roof is not flat - it is a <br />pitched roof to the gutter; there are no flat areas in the roof. <br />Mr. Wilamosky asked about the current status of City Line Subdivision - when can <br />Council expect dedication. Also, what action, if any, has been taken with respect <br />to the improvements in the Timbertrail Subdivision. Service Director Corrigan <br />replied that Law Director Gareau has worked out a settlement with the insurance carrier <br />of the bonding company with respect to City Line Subdivision. City has a submission <br />from a contractor to take care of the uncompleted punch list items. City will have <br />repairs made and the cost will be paid by the bonding company. Law Director Gareau <br />reported that in looking over the entire file on the Timbertrails Subdivision, he <br />was surprised to find that most of the problems there have been resolved. Some of <br />the punch List items, to be completed before dedication, are absolutely minor <br />problems. Feels the City can get together with the prime contractor right now <br />and go in and dedicate the subdivision. Mr. Tailamosky asked for a current report <br />from Engineering with respect to Timbertrails. Mr. Corrigan will forward latest <br />information on Timbertrails as well as the completion date on City Line. <br />
