Council Minutes of 5/15/84 -5- <br />to the Administration, specifically the Mayor, advising of this new procedure and <br />hopefully there will not be any deficit balances within the appropriation balance <br />sheet. There will be a closer communication with the Administration on expenditures. <br />The Administration will advise Council when there are some shortcomings in line items <br />so Council can re-evaluate, based on specific conditions and reasons, why the line <br />items have become depleted. Will report further on this and will attempt to keep a <br />good handle on the balances so as not to run deficits in any line item. <br />2) Finance Committee met jointly with Environmental Committee as reported by <br />Councilman Rademaker. Committees discussed three plans for funding Wastewater <br />Treatment Plant improvements. One, funds to be generated through a user fee; Two, <br />funds to be generated through a ballot issue and funds generated through property <br />tax millage; Three, funds generated through a user fee through short term financing <br />and a continuation of a rollover of the debt. Meeting has been scheduled for <br />May 21st, 7:30 P.M., with McDonald and Company, to evaluate these three proposals. <br />Before moving into audience participation, President Boehmer announced that Presi- <br />dent Reagan and Governor Celeste have designated the week of M..ay 13th through the <br />19th as Municipal Clerks' Week. Would like to commend the Clerk o.f Council on doing <br />an outstanding job for the City of North Olmsted. Several weeks ago, had requested <br />the Mayor to prepare a proclamation for presentation tonight; evidently it is not <br />ready as yet. Again requested the Mayor to have it prepared this week so it could <br />be presented to Mrs. Campbell before the week is over. <br />Audience participation: <br />Mr. Robert Betz, 5194 Douglas Drive, complained of the poor condition of the north <br />end of North Olmsted Park as well as the general deterioration of curbs and streets. <br />Many, many promises by the Mayor have been broken. Asked the Law Director if the <br />Director of Public Service and the entire Service Department could be removed and <br />the duties and responsibilities be assumed by another city department. Law Director <br />said this was not possible. The Charter of the City of North Olmsted would have to <br />be amended to abolish any department. Mrs. Saringer commented that there is supposed <br />to be an administrative leader in this City; it is up to the Mayor, not the department <br />head; the Mayor should issue some orders and tell the Service Director and the Service <br />Department to "get it done". <br />Mary Orbsby, 5141 Dewey Road, asked if anything would be done on Dewey Road since <br />it was listed as an "alternate". Pres~.dent Boehmer stated that Dewey Road would be <br />repaired this year; did not know about the drainage situation but the road would be <br />asphalted. <br />Mr. Petre commented that at every Council Meeting people in the audience, and certainly <br />Council Members, are constantly looking for sewer repair work, drainage and street <br />repairs, concrete and asphalt work, striping the streets, repairing the Cabin, etc. <br />In defense of the men in the Service Department, having moved into a new building, <br />with limited personnel available, Mr. Petre feels they are doing a pretty good job. <br />Some work is taking place right now in the Park with the removal of the steel shed. <br />Perhaps in a month or two, a drastic improvement will be seen. <br />Mayor Swietyniowski stated the very wet Spring has caused delays. Intends to do <br />curb work in subdivisions this year. Takes slight offense with some of the comments <br />made by Mr. Betz regarding Service Director Corrigan. Thinks *4r. Corrigan is a fine, <br />upstanding gentleman; he has been very honest and is a very principled person. <br /> <br />
