Council Minutes of 3/6/84 -4- LEGISLATION (cont'd): Resolution No. 84-10 introduced by Mayor Swietyniowski was given its second reading. A resolution authorizing the Director of Public Service to advertise for bids for one (1) Jet Vac cleaning machine, one (1) one-ton flat bed truck with power lift gate and dump bed, and one (1) four-door sedan automobile for use at the Wastewater Treatment Facilities Plant, and authorizing the Mayor to contract for same, and de- claring an emergency. Ordinance No. 84-11 introduced by Mr. Wilamosky was given its second reading. An ordinance superceding and repealing Ordinance Numbers 74-166 (1-21-75), 75-195. (9-16-75) 77-31 (3-1-77), and 77-64 (5-3-77), entitled "An ordinance to provide for proper grading of land to provide for the drainage of surface water within the City of North Olmsted by providing for the further regulation and inspection of the installation of private storm water drainage systems", as amended. Ordinance No. 84-13 introduced by Mayor Swietyniowski was given its second reading. An ordinance to make appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 1984. Resolution No. 84-14 introduced by 'Mr. Wilamosky on behalf of the Mayor and the entire Council was given its first reading. A resolution commending the achievement of the Eagle Scout Award in Boy Scouting. Mr. Wilamosky moved for suspension of rule requiring three readings, second by Mrs. Saringer, unanimously approved. Mr. Wilamosky moved for adoption, second by Mrs. Saringer, unanimously approved. Resolution No. 84-14 adopted. Ordinance No. 84--15 introduced by Mr. Wilamosky was given its first reading. An ordin- ance increasing the administrative Petty Cash Fund from Fifty Dollars ($50.00) to One Hundred and Fifty Dollars ($150.00), and declaring an emergency. Referred to Finance Committee. Ordinance No. 84-16 introduced by Ntr. Wilamosky was given its first reading. An ordin- ance transferring funds for current expenses and other expenditures for the City o.f_ North Olmsted, Ohio, for the year ending December 31, 1984, and declaring an emergency. Referred to Finance Committee. Under Old Business: Mrs. Petrigac questioned the use of_ "and declaring an emergency" in the titles of Ordinance Nos. 84-15 and 84-16 when the enabling sections of the legislation did not state an emergency. Law Director advised tfiat "and declaring an emergency" should be removed from the titles in both pieces of legislation. Mrs. Petrigac stated that in 1478/79, North Olmsted was one of the first communities to really take a stand with respect to airport noise and traffic. At that time, Mr. Zurawski was appointed to represent North Olmsted at the ANCLUC meetings and then the Mayor had appointed Service Director Corrigan to be his replacement on that Board. Although the meetings have continued, North Olmsted is no longer represented. Mayor stated he would look into this; has no .material on ANCLUC meetings at all; there is another group that has Been formed. Mayor stated he would send all of Council a copy of the ANCLUC sheduled meetings. Will send someone from Administration to attend the meetings; perhaps Members of Council would like to attend. President Boehmer asked that Council be informed about both groups. Under New Business: Mr. Bierman scheduled a Long Range Planning Committee Meeting for Tuesday, March 13th at 7:30 P.M, and requested the attendance of Director Copeland.
