Council Minutes of. 2/21/84
~,3~.
Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: 1) Moved
Council have no objection to the transfer of a D5 and D6 liquor permit from Foodmaker,
Inc., dba Mountain Jacks, 477.7 Great Northern Boulevard to Vicorp Specialty Restaurants,
Inc., dba Mountain Jacks, 4777 Great Northern Boulevard, second by Mr. Bierman, unani-
mously approved.
Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings Committee as well as
Transportation Committee reported: 1) Recreation Committee met on February 8th with
all members present. Committee was provided with the engineering plans for the
beautification project in front of the Rec Complex, from the parking lot to the Complex.
Discussed drainage needs there as well as for the east side section. Cost to do the
entire drainage is approximately $18,000 to $2?_,000. Service Director Corrigan ad-
vised the work could. be done "in-house" but reminded the committee that labor is not
free - cost would have to be charged back to the Service Department; also, there are
many priority drainage problems throughout the City. The landscaping consultant
will do a sketch of what can be done in the front area and it will be displayed at
the Open House on February 26th for residents' input. Mr. O'Rourke, Chairman of the
Recreation Commission, will act as Chairman of the beautification project.. Committee
recommends that the City proceed with the project provided the monies can be found
to do so.
2) Committee. discussed the memorial protect and looked at stones and diagrams from
Kotecki Monument Company. It was decided to maintain the stone and plaque presently
in place at the Memorial Gardens and to add to it. It was mentioned that benches
could be purchased for $300 and placed in the area for residents to sit and meditate.
Mr. O'Grady has asked someone to contact Mr. Logan with prices and diagrams so
committee will wait for these before making recommendation to Council.
3) Committee discussed the renovation of the Community Cabin; recommends that money be
appropriated to check all the electrical work and bring it up to code. Again, will
have to see where this fits in the budget.
4) Landmarks Commission met on Thursday, February 16th. Mayor Swietyniowski was also
in attendance and discussed the Master Plan for the preservation of Old Town Hall as
prepared by Mr. Robert Gaede. Committee agreed to take care of the exterior first:
drain repairs, waterproofing around the basement, repair of the chimney and cleaning
of the masonry, at a cost of approximately $18,000. Some of the needed funds will
come from the CDBG funds which had been allocated .for the restrooms last year and
which were never used for that purpose. Human Resources Director, Don Copeland,
has advised that we can utilize the money for this purpose now, i.e, exterior work
as outlined above. Hopefully, the old boiler from the Fire Station/Bus Garage will
be located and will be used in Town Hall. Master Plan f_or Old Town Hall will also
be on display at the Open House for residents' input.
5) Committee discussed the century home at 4302 Porter Road which might be torn down.
Home was built in 1850 of quarry stone and is one of a kind. It was gutted by fire
two years ago, has been vandalized and is now a teenage hangout. Board of Building
Code of Appeals will be dealing with this situation Thursday night and considering
a request for a stay of demolition. Landmarks Commission members will be at the
hearing hoping that the building can be preserved.
6) As Chairman of the Recreation Committee as well as the Transportation Committee,
Mrs. Petrigac gave a minority report and stated that in sitting on these committees
and listening to the many needs for money, she can no longer support the purchase of
new cars for the Administration this year, gill ask that Resolution No. 84-4 be
amended to reflect this. Also, understands that a pickup truck requested by the
Recreation. Department is not needed; they want a four to five ton dump truck. Will
amend the legislation to reflect this also.
