Council M~nute~ o~ 2/2/84 _4_ <br />Mr. ?~ilamosky, Chairman Finance Committee as well as Streets and Drainage Committee <br />reported: 1) Streets and Drainage Committee met on February 9th and discussed <br />Ordinance No. 842 providing for vacation of Olmsted Court; cougaittee has no objection. <br />2) Committee discussed Ordinance No 84-9, providing that the Cuyahoga County Board of <br />Commissioners maintain various streets in North Olmsted and committee has no objection. <br />3) Committee discussed Ordinance No. 82-171, which accepts for dedication the Brendan <br />Circle Subdivision.. Previously had some concerns with respect to the overall con- <br />dition of the street. Engineering Department approved a repair job that the <br />Committee did not totally agree was satisfactory. There are no bond monies left within <br />the fund for this subdivision and. committee feels that there is an obligation to the <br />citizens to move ahead and adopt the legislation. Would caution the Administration <br />to abandon approval of repairs of the type made on Brendan Circle because of a question <br />as to their permanency. A similar type of repair was used in a test program and <br />has been successful to date so committee recommends this dedication. <br />4) Committee discussed the status of Timber Trails Subdivision, now known as Meadow- <br />brook. Committee understands that much, if not all, of the vacant property is <br />owned by Continental Federal. Recommends that Continental Federal be advised by <br />the Administration and the Law Department just what is expected in making the necessary <br />improvements to move ahead and accept this area for dedication and for the City to take <br />whatever legal steps are necessary to bring a final and firm resolution to the problems <br />that exist. <br />5) Request a report from the Administration dealing with the status of Vita and <br />Josephine Drives and dedication of this area. <br />6) Finance Committee met on .February 9th, immediately following Streets and Drainage <br />Meeting. Discussed Ordinance No. $4-4 and requested that it be removed from the <br />agenda until committee can look at the 1984 appropriations and compare the priorities <br />listed in Ordinance No. 84-4 with the other priorities. <br />Law Director Gareau advised Mr. Wilamosky that with respect to Vita Lane and Josephine, <br />this is being litigated in Rocky River Municipal Court and the Law Department has gone <br />after the bonding company. The hold-up is that a third. party complain has been filed, <br />bringing in the original owner of the subdivision. and a couple of other people. Probably <br />in the next two to three months this will finally be resolved. <br />Audience participation: <br />Mr. Jacob Michael Jost, 4187 Columbia Road, stated his objections to the large <br />balloon sign, advertising beer, erected on the roof of Buckeye Lanes Bowling Alley. <br />Mr. Petre advised that upon Mr. Jost's complaint, an investigation was held and when <br />it was found that the bowling alley did not. have a permit for the sign, it was de- <br />flated and removed. It has been restored because the bowling. alley did apply for <br />a temporary permit, which was granted by the Building Department, and the sign will <br />be up until Saturday of this week. In meeting with the bowling alley management, <br />some of the other complaints regarding trash and the running of trailer generators <br />were also addressed. <br />LEGISLATION: <br />Ordinance No. 82-171 introduced by Mr. ?ailamosky was given its third reading. An <br />ordinance accepting for dedication the Brendan Circle Subdivision, which includes <br />Brendan Circle and Flm Road, in the City of North Olmsted. Mr. ?ailamosky moved <br />for adoption, second by Mr. O'~rady, unanimously approved. Ordinance No. 82-171 <br />adopted. <br />Ordinance No. 84-2 introduced by Mr. Bierman was given its third reading. An ordin- <br />ance vacating Piorth Olmsted Court, located in the City of North Olmsted, and declaring <br />an emergency. Mr. Bierman moved for adoption, second by Mr. Wilamosky, unanimously <br />approved. Ordinance No. 84-2 adopted. <br />
