Council Minutes of 1/17/84 -3-
the figures on expenditures throughout the new Complex and a breakdown of the costs
for the City Council Chambers although these figures have been asked for repeatedly.
Committee understands that the official Open House is planned for Sunday, February
19th; believes that Council should be very much involved in the planning of this
event.
3) Last year, Mrs. Petrigac had requested a list of all city-owned vehicles, with
age, condition, mileage, etc. in order to establish a long range plan. Has re-
ceived the list from the Safety Director but nothing from the Service Director.
Transportation Committee Meeting will be scheduled for January 26th to discuss
these vehicles as well as a couple of other suggested vurchases and the use of
city-owned cars to and from work.
Mr. Tallon, Chairman Building, Zoning and Development Committee reported: 1) BZD
Committee met Monday., January 16th, with all members present as well as Council-
woman Saringer and Law Director Gareau. The following two items were acted upon:
(a) Great Northern Dodge, 2610 Lorain Road. Proposal to construct
detached building for body shop and parts store on existing dealership property.
Approved by Architectural Board of Review on December 2I, 1983, as submitted.
Approved by Planning Commission on January 10, 1984, with the contingency that the
retention of the run-off water meets the approval of the .F,ngineering Department.
Committee recommends approval. Mr. Tallon moved Council approve the Great Northern
Dodge proposal as stated, second by Mrs. Saringer, unanimously approved,
(b) Fairview/North Olmsted T~edical Office Center, Lorain and Columbia
Road intersection (formerly Coe Scho©1). Proposal. to construct Medical Office
Building. Building plans, landscape plans, including the parking lot lighting, were
approved by ARB on December 21, 1.983. ARB also approved the ground sign design
as presented, with the provision that signs meet the area requirements as determined
by the Building Department and ordinances. Proposal approved by Planning Commission
on January 10, 1984, including signs, with the recommendation of the ARB that the
Board of Zoning Appeals approve a variance for the two 8' by 2' ground signs.
Committee recommends approval. Mr. Tallon moved Council approve the Fairview/North
Olmsted Medical Office Center proposal as stated, second by Mrs. Saringer, unani-
mously approved.
Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee
reported: 1) Finance Committee met on January 9th with all members present. Also
in attendance were Finance Director Boyle, Service Director Corrigan and Director
Petre. Committee discussed Ordinance No. 83-149, establishing the compensation to
be paid to hourly employees of the Bus Line. Committee has no objection.
2) Committee also discussed RTA's position with respect to the City's request for a
fair rental for use of the new Bus Garage. Subcommittee of RTA board members re-
jected rent payment. Following the Bus Garage fire, RTA did pay rent for housing
and servicing buses at the former Glavic facility. RTA, while willing to pay rent
for a building owned by someone other than the City of North Olmsted, has now taken
the position that since the Bus Line is back in a City facility that they are not
willing to even discuss paying a fair and equitable rent to the City for the use of
this facility. RTA is willing to nay some of the debt on the structure but wants
a vested right in that improvement. [dould ask the Administration to vigorously pur-
sue this matter with RTA.
3) Committee discussed the repair of the fire aerial truck with Director Petre.
Committee recommends an appropriation of $9,610, as reflected in Ordinance Now 84-1,
for the repair of the aerial truck.
