Council Minutes o~ 1/17/84 -4- <br />4) Committee also discussed Mr. Bierman's motion with resgect to the 6-1/2% raise <br />for the Clerk of Council and an amendment to the temporary appropriation to reflect <br />a sum of $3,420. Discussion centered on the procedural aspects of the motion. Tt <br />was Committee's opinion that the motion was not totally in order since you cannot <br />appropriate funds by motion when legislation has already been adopted, Ordinance <br />No. 84-1 reflects the appropriation for the total, annual 1984 fiscal year wage <br />for the Clerk and Committee would encourage Council to look favorably on this <br />legislation which provides for a 6-1/2% increase. <br />Mrs. Saringer asked if the Finance Committee had discussed the rubbish pickup from <br />condominiums. Petitions were received almost a year ago and Council promised some- <br />thing concrete for the residents in January. Mr. Wilamosky replied that the dis- <br />cussion was very brief and Committee requested additional data, When the requested <br />information is received, feels that the entire Council should met and discuss so <br />that everyone has a total understanding of the program, the cost, its effect on <br />other services, and its effect on the City's total budget. A meeting with condo <br />owners could then be scheduled. <br />Audience participation: <br />Mrs. Gemma Szabo, Bradley Road, discussed the Regional Transit Authority's refusal <br />to pay rent for the use of .the City's new Bus Garage. RTA is trying to take the <br />Bus System away from the City; if they paid for the use of Glavic's facility, they <br />should be made to pay the City for its facility. <br />Mrs. Madeline Brookshire, 5140 Hampshire Drive, discussed an appropriation to cover <br />upgrading North Olmsted's war memorial in North Olmsted Park to include the names <br />of Thomas Clark, Denis Chmel, Gary Farlow, Thomas Graff, Kenton Henninger and <br />Richard Zisko, who were killed in Vietnam. Would like to also include the Korean <br />war casualties. Presented a list of names of Vietnam casualties to President Boehmer, <br />along with a program outlining a Memorial Day Service, President Baehmer asked <br />Mrs. Petrigac to take this matter under consideration in the Recreation, Public Parks <br />and Buildings Committee. Mrs. Petrigac stated she would invite Mrs. Brookshire to <br />the meeting when this is discussed, as well as the Finance Director and Chairman of <br />the Recreation Commission. Will also present it to the Landmarks Commission since <br />she sits on this board too.. <br />LEGISLATION: <br />Ordinance No. 83-149 introduced by Mr, tailamosky was given its third reading. An <br />ordinance establishing the compensation to be paid to all hourly employees emvloyed <br />by the North Olmsted Municipal Bus Line, and declaring an emergency. Mr. Wilamosky <br />moved for adoption, second by Mrs. Saringer, unanimously approved. Ordinance No. <br />83-149 adopted. <br />Resolution No. 83-153 introduced by Mr. ?~loerpel was given its third reading. A <br />resolution accepting for recording purposes only the Pheasants Taalk Subdivision in <br />the City of North Olmsted. Mr .: Bierman moved for adoption, second by Mrs. Petrigac, <br />unanimously approved. Resolution No. 83-153 adapted. <br />Ordinance *10. 83^154 introduced by Mr. McKay was given its second reading. An ordin- <br />ance amending Title Seven entitled "Local Provisions" of Part Thirteen of the Building <br />Code of the Codified Ordinances of the City of North Olmsted by enacting a new <br />Chapter 1367 entitled "Regulation of Dish-Type Satellite Signa]_ Receiving Earth <br />Stations" and declaring an emergency, as amended. <br />
