Council Minutes of 1/17/84 <br />-5- <br />LEGISLATION (cont'd): <br />Ordinance No. 84-1 introduced by ?dir. Wilamosky was given its first reading. An <br />ordinance to make appropriations for current expenses and other expenditures for <br />the City of North Olmsted for the year ending December 31, 19$4. Mr. Wilamosky <br />moved for suspension of rule requiring three readings, second by Mrs. Petrigac. <br />Roll call on motion: Affirmative vote: Bierman, O'Grady, Petrigac, Tallon, <br />Wilamosky. Negative vote: Rademaker, Saringer. 5 Aye - 2 Nay - Motion carried. <br />Mr. Wilamosky moved for adoption, second by Mr. O'Grady, Roll call on motion: <br />Affirmative vote: Bierman, O'Grady, Petrigac, Tallon. Negative vote: Rademaker, <br />Saringer, Wilamosky. 4 Aye - 3 Nay - Motion carried. Ordinance No. 84-1 adopted. <br />Ordinance No. 84T?_ introduced by Mr. Bierman was given its first reading. An <br />ordinance vacating North Olmsted Court located in the City of North Olmsted, and <br />declaring an emergency. Referred to Streets and Drainage Committee. <br />Under Old Business: <br />Mrs. Petrigac asked when all the service equipment would be moved from North <br />Olmsted Park. Mayor Swietyniawski stated that most of the moving would occur <br />this week and part of next week; the first part of April for the buildings, de- <br />pending on the weather. <br />Mrs. Petrigac pointed out that there were still two appointments to be made to <br />the Ethics Commission; one Ward councilman and one At-Large councilman, members of <br />opposite parties. Mrs. Petrigac nominated Russ Bierman as the Ward councilman <br />and Janet Saringer as the At--Large councilwoman to serve on the Ethics Commission. <br />r4rs. Saringer nominated Dennis Rademaker; Mr. Tallon nominated Mr. Wilamosky. <br />Law Director Gareau suggested that Council divide the issue and vote for one at <br />a time; not try to do both with one vote. Roll call on the Ward Councilman to <br />serve on the Ethics Commission: Mr. Bierrna.n stated Bierman; Mr, O'Grady stated <br />Wilamosky: Mrs. Petrigac stated Bierman; Mr. Rademaker stated Bierman; Mrs. Saringer <br />stated Wilamosky; Mr. Tallon stated Wilamosky; Mr. Wilamosky stated Wilamosky. <br />4 votes for Wilamosky - 3 votes for Bierman - Mr. Wilamosky appointed. Mr. Wilamosky <br />nominated Mrs, Petrigac to serve as the At-Large representative; Mrs. Petrigac de- <br />clined the nomination. Mr. Rademaker automatically became At-Large councilman to <br />serve on the Ethics Commission. <br />Mr. Bierman asked Mayor Swietyniowski if he had found space on City Hall property for <br />placing the paper and aluminum collection receptacle. Mayor responded that he had <br />not as yet; receptacle has been placed at the Rec Complex. Mayor understood that <br />Mrs. Petrigac was to schedule a meeting to resolve this issue. Mrs. Petrigac replied <br />that the meeting was set and then had to be cancelled when the Mayor could not be in <br />attendance. Mayor stated he would schedule the meeting again. <br />Mr. Bierman asked how the employee's hospitalization was proceeding. Mayor replied <br />the City advertised for bids on the 17th of December; bid opening is on February 17th. <br />Mrs. Petrigac now moved that she be allowed to reconsider her vote on the appointments <br />to the Finance Committee at the Council Meeting of. January 3, 1984, since she was on <br />the prevailing side and changing her vote to a "no" vote would not change the outcome <br />of the vote, second by Mr. Bierman, Mr. Wilamosky expressed his surprise over the <br />way the votes were cast on all the committee appointments because even though tliez'e <br />were some likes and dislikes with the committee assignments, he felt that all of <br />Council was in agreement. Mr. Bierman called for the question. Roll call on Mrs. <br />Petrigac's motion that she be allowed to reconsider her vote on the appointments to <br />the Finance Committee: Affirmative vote: ?iierman, Petrigac, Rademaker. Negative vote: <br />O'Grady, Saringer, Tallon, Wilamosky. 3 Aye - 4 Nay - Motion failed. <br />~. i <br />
