. ,~
Council Minutes of 10/1/85
-4-
3) Community Improvement Corporation met September 26th; first order of
business was the appointment of a new trustee: Councilman-at-Large Dennis
Rademaker being unanimously approved. Discussion with Mr. Schmidt, his
attorneys, and Mr. Kuhn and others relating to the application for $450,000
in Industrial Revenue Bonds for Adon Equipment Company was held. Additional
revenue is projected as well as a minimal number of new jobs, however, the
main thrust is to preserve the existing jobs in the community as well as to
update the overall general appearance of the community. CIC voted unanimously
to recommend council adopt the ordinance on the agenda tonight - Ordinance No.
85-103 - the issuance of Industrial Revenue Bonds in the amount of $450,000.
Audience participation:
Sarah Whitendorf, 5424 Decker Road, spoke on behalf of the residents on
Decker and Dorothy Drive with respect to the Halleen truck lot. Feels that a
privacy fence should be erected and a seven foot variance beyond that be initi-
ated prior to any building or excavation. Also, the ten foot variance awarded
to Mr. Halleen on Lorain Road should be sodded and landscaped so as not to be
as unsightly as the lot on the north side.
Wade Leonard, 5251 East Park Drive, stated that Halleen employees parking on
East Park interfered with the Peewee League football games; interfered with
the Soccer Tournament. Does not think the residents' tax money should be
spent subsidizing a commercial operation by providing parking spaces.
Lois DeBrodt, 23141 Stoneybrook Drive, complimented Tom Terbrack of the North
Olmsted Municipal Bus Line for his prompt attention to her complaint about a
dangerous situation at West 229th and Lorain Road.
Patrick Mackin, 27886 Edgepark Boulevard, stated he is employed by the City of
North Olmsted in the Parks and Recreation Department. The parking of Halleen
Chevrolet employees' cars in the park is a considerable problem: .they use the
park for their lunch hour and strew garbage all over; the cars create a nuisance
as well as the trucks on East Park unloading cars. They park .the trucks on the
street and create a hazard for East Park residents; they use the park to test
their cars; drive people down in the park; performance cars zoom through the
park and are a hazard to the children and elderly people. They stop in the
middle of the road and switch drivers.
Roger Clingman, 23274 Mastick Road, spoke about relocated .Elm Road, near 1480
and Clague Road. Read excerpts from a letter from Mr. Galito from .the Ohio
Department of Transportation and from Mr. Bernard Hurst, Assistant Director
of ODOT in Columbus. Both letters stated they had .written .the City of North
Olmsted and never received a reply. Also read a letter from State Representative
from District 6, Mr. Jeff Jacobs, addressed to Mayor Swietyniowski, asking the
City of North Olmsted to appoint a representative to meet with the state to.
seek to resolve the problem of relocating .Elm Road. Mayor Swietyniowski advised
he had just received the letter yesterday; will communicate with Mr. Jacobs
and will keep council informed.
Dean McKay, 5197 Columbia Road, stated that Mr. Clingman's proposal has been be-
fore the Planning Commission and BZD Committee many times. Due to the fact .there
is only a f fifty foot right-of-way, which is not wide enough for a road, he would
like Council to consider putting in a walk-in park for the resident of .the area.
Does not believe the road can go through because of the interchange; does not
think a curb cut can be made on Clague. A mini park would be a very good use for
the City's portion of the land in this area.
