Council Minutes of 6/18/85 -2- <br />Mrs. Saringer, Chairman Intra-Governmental Relations and Legislation Committee <br />reported: 1) Recreation Commission met on June 11th; representatives from West <br />Shore Figure Skating Club addressed the commission and requested an additional <br />three hours of ice time for the 85/86 season. <br />2) Reported that the leaf mulch area needed to be scraped and pushed back to allow <br />more parking space. Mayor Swietyniowski replied that this had already been dis- <br />cussed. Mrs. Saringer then asked if leaf mulch is available for residents now. <br />Mayor replied that leaf mulch is available year-round; there is plenty on hand. <br />In the absence of Mr. O'Grady, Chairman Public Safety, Health and Welfare <br />Committee, Mrs. Petrigac reported that the North Olmsted PTA has taken the lead <br />in the Child Registry Program and will be soliciting $50 per business, with the <br />hope of raising two/three thousand dollars since 1,000 books will cost $1,000. <br />All contributors will have their names placed on the back of the books. The <br />City of North Olmsted, the Police Department, will be working with this group <br />and in Fall will cosponsor a day here at City Hall. <br />Mrs. Petrigac, Chairman Recreation., Public Parks and Buildings Committee as well <br />as Transportation Committee reported: 1) The Ad Hoc Planning Committee meeting <br />was cancelled last night and will meet on July 15th at 7:30 P.M. <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage <br />Committee reported: 1) Committee of the Whole met on June 11th with Mr. Kuhn and <br />Mr. Ross of McDonald and Company. Finance Director Boyle, President Boehmer and <br />Councilman Bierman were also in attendance. Current status with respect to the <br />sewer plant improvements was discussed. McDonald and Company has been doing an in- <br />depth revue of the current bond market. City originally looked at funding approxi- <br />mately one million dollars at a variable rate of 5.57. Variable rates have not <br />traditionally been too stable. With some rather rapid increases in variable rates, <br />the city was looking at financing about $4,050,000 at 9 to 9~7, however, the bond <br />market has improved somewhat. Mr. Kuhn recommends discounting the variable rate <br />program and going ahead on a permanent basis with the issuance of notes and ex- <br />pects those notes to be sold in the area of 8 and 8-3/4~ whereas when the original <br />figures were developed, the city was looking at about 9~7 based on market conditions <br />at that time. Going with the lower rate, on a permanent basis, will allow Council <br />to expedite the reduction of the 3 mill portion of the charter amendment portion of <br />the debt. Council may be able to adjust the fee structure in a downward basis; <br />possibly by 1987/88 Council may be able to adjust the per thousand feet of fees <br />downward. <br />Letters and Communications: <br />Clerk of Council read a letter from Lynn Maximuk, President of the Timber Trails <br />Homeowners' Association, requesting the City Engineer be directed to survey the <br />development and prepare a list of deficiencies; would like a copy of that list. <br />Secondly, would like the city to follow through with the dedication of the streets. <br />Asked the Mayor to keep his pledge to initiate the dedication as the development <br />reaches 80~ completion. Mr. Wilamosky asked if the Mayor had a summary of the <br />current deficiencies; the Mayor stated that he did; Mr. Wilamosky requested that <br />a copy of same be sent to him. Law Director advised that he had reviewed some of <br />the items that were supposedly "deficiencies" and found them to be minor things. <br />He is not concerned; City can take action against the bank; is waiting to hear <br />what the deficiencies are - what the dollar amount is - and he will move without <br />any problem whatsoever and believes the city will collect. Law Director recommends <br />that any future developments be completed; streets, sewers and water all in and <br />paid for; dedicate it right then and there, before any homes are constructed. <br />
