<br />Resolution No. 85-60 introduced by Mrs. Petrigac was given its first reading. A
<br />resolution urging the Commissioners of Cuyahoga County to take whatever steps
<br />are necessary to adopt a program for implementing a 9-1-1 Emergency Telephone
<br />System. Referred to Safety Committee.
<br />Mr. Wilamosky moved that the Finance Officer present to council, Fiscal Officer's
<br />Certificates covering Ordinance Nos. 85-61, 85-62, 85-63 and 85-64, second by
<br />Mrs. Saringer, unanimously approved.
<br />Finance Director Boyle, on the advice of counsel, Squire, Sanders and Dempsey,
<br />asked Councilman Wilamosky, Chairman of the Streets and Drainage Committee, whether
<br />it is council's understanding that an overlay is a maintenance item to a street or
<br />an improvement to the street. Finance Director can only issue a Fiscal Officer's
<br />Certificate with respect to Ordinance No. 85-64 if it is council's opinion that
<br />an overlay is only, by definition, "part of proper maintenance". Mr. Wilamosky
<br />stated that "we are talking about a mayor, continuous capital improvement".
<br />Mr. Boyle then stated that it is his duty, under the charter, to advise council on
<br />fiscal matters and he advises against the passage of the notes based on the unvoted
<br />debt capacity now and what this will do to it. City has an unvoted debt capacity
<br />of $2,686,800; council is talking tonight of approximately 207 of that. Mr. Boyle
<br />advises against 20~ of the unvoted capacity when there is a voted capacity of
<br />$18,884,000. Fiscal Officer's Certificates, as requested, were presented to Council.
<br />Ordinance No. 85-61 introduced by Mr. Wilamosky was given its first reading. An
<br />ordinance providing for the issuance and sale of $41,500 bonds for the purpose of
<br />improving the recreational facilities of the city by constructing a water coolant
<br />tower and acquiring and installing piping, a condenser pump and water treatment
<br />facilities, together with the necessary appurtenances thereto, at the Recreation
<br />Center. Referred to Finance Committee.
<br />Ordinance No. 85-62 introduced by Mr. Wilamosky was given its first reading. An
<br />ordinance providing for the issuance and sale of $120,000 notes, in anticipation
<br />of the issuance of bonds, for the purpose of acquiring motor vehicles and equip-
<br />ment for the Department of Public Safety. Referred to Finance Committee.
<br />Ordinance No. 85-63 introduced by Mr. Wilamosky was given its first reading. An
<br />ordinance providing for the issuance and sale of $120,000 notes, in anticipation
<br />of the issuance of bonds, to pay costs of improving Lorain Road (State Route 10)
<br />between certain termini, in cooperation with the Director of Transportation of the
<br />State of Ohio, by resurfacing with asphaltic concrete and reconstructing the
<br />pavement base, curbs and sidewalks, where necessary, together with all necessary
<br />appurtenances thereto, and declaring an emergency. Referred to Finance Committee.
<br />Ordinance No. 85-64 introduced by Mr. Wilamosky was given its first reading. An
<br />ordinance providing for the issuance and sale of $480,000 notes, in anticipation
<br />of the issuance of bonds, for the purpose of improving Gessner Road and Barton Road
<br />between certain termini by grading, draining, resurfacing with asphaltic concrete,
<br />installing driveway culverts and reconstructing berms and driveway aprons, together
<br />with the necessary appurtenances thereto, and Elder Drive, Magnolia Drive, Spruce
<br />Drive, Aspen Drive, Holly Drive, Cyprus Drive and Maplehurst Road between certain
<br />termini by reconstructing curbs, catch basins and the pavement base, where necessary,
<br />and resurfacing with asphaltic concrete, together with the necessary appurtenances
<br />thereto.
