Council Minutes of 5/7/85 <br />-3- <br />Commission have been incorporated in the present plans and if council sends them <br />back for further study, he is not sure that any other kind of recommendation would <br />be forthcoming. Mr. O'Grady stated that both he and Mr. Tallon had visited with <br />the homeowners' groups in the Deerfield area and they have no objection to the <br />development of 7515 Subdivision; their only concern had been a traffic light; the <br />traffic light is now installed. Mr. Wilamosky stated that the plan presently be- <br />fore council is not any different than the plan originally submitted to council <br />as a first preliminary plan. <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee <br />reported: 1) Finance Committee met April 22nd and discussed the amended certificate <br />of resources provided by the County Auditor. There were a number of changes from <br />the original certificate on which the appropriation legislation was based; these <br />changes are reflected in Ordinance No. 85-48, on first reading this evening. General <br />Revenue Funds are down and there is a reduction of $12,790. There is a potential <br />short-fall in labor and service although there is still enough to provide for part- <br />time Summer help and leaf collection in the Fall. Longevity requirements have been <br />lumped in one line item for convenient referral. There is a small reduction, $2,839, <br />in Federal Revenue Sharing. Traffic signal appropriation may run a little short. <br />Committee discussed the general obligation bond retirement. County listed $1,216,000 <br />available dollars; City needs $4,674,000 and the new certif icate reflects this. All <br />the items on Page Two of Ordinance No. 85-48 reflect the amounts listed on the amended <br />certificate as estimated resources. <br />2) Finance Committee did make some effort to review the organizational charts; will <br />continue to discuss the charts at the next Finance Committee Meeting on May 16th at <br />7:30 P.M. Would like the Mayor, Safety Director, Public Works Commissioner, Finance <br />Director and other members of council who would like to provide input to be present. <br />Audience participation: <br />Mary Hill, 5471 McKenzie Road, addressed council on behalf of her neighbor, Mrs. Allen. <br />Mrs. Allen lives behind the McDonald's office building which is currently expanding <br />and would like a privacy fence installed between the adjoining properties. Mr. Wila- <br />mosky stated that he had spoken with Building Commissioner Gundy and our ordinances <br />do not require that a privacy fence be installed between residential and commercial <br />property. Mr. Gundy stated that he had good rapport with the people involved and <br />would encourage the erection of a fence. <br />Mr. James Walters, 30 Park Drive, Berea, addressed council as the attorney repre- <br />senting Westview Concrete Company located in Olmsted Falls and Olmsted Township. <br />Would like to arrange a meeting with Members of Council, the Mayor, Safety Director <br />and Police Chief to discuss an alternate route for Westview Concrete trucks to take <br />during the period that Columbia Road is closed for reconstruction and since Fitch <br />Road is prohibited for through truck traffic. Mayor Swietyniowski advised Mr. Walters <br />to call City Hall and they could arrange for a mutually agreeable date to discuss <br />this problem. <br />Mr. Bill Lackey, 5782 Burns Road, urged council to approve Ordinance No. 85-34, the <br />hiring of an architect for the purpose of renovation of the Community Cabin, which <br />is on third reading tonight. <br />Mrs. Madeline Brookshire, 5140 Hampton Drive, asked when the Finance Committee would <br />develop a new wage and pay package for city employees? Mr. Wilamosky replied that <br />as he had just stated in his report to council, the committee did start discussions <br />on the organizational charts and will continue to do so on May 16th. Mrs. Brookshire <br />asked if professional assistance or guidance would be used; Mr. Wilamosky replied <br />that committee would not need professional assistance; this is not a complex problem. <br />Mrs. Brookshire asked if longevity would be eliminated; Mr. Wilamosky stated that he <br />does not support the concept of elimination of longevity for existing employees; <br />hopes to have legislation prepared for introduction at next council meeting. <br /> <br />
