Council Minutes of 5/7/85 <br />-6- <br />LEGISLATION (cont'd): <br />Ordinance No. 85-48 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance to make appropriations for current expenses and other expenditures for <br />the City of North Olmsted for the year ending December 31, 1985. <br />Ordinance No. 85-49 introduced by Mayor Swietyniowski was given its first reading. <br />An emergency ordinance enacted by the City of North Olmsted, Cuyahoga County, Ohio, <br />in the matter of the hereinafter described improvement and to request cooperation <br />by the County of Cuyahoga and the Department of Transportation, State of Ohio, in <br />the interim resurfacing of Clague Road from Mastick Road to the North Olmsted <br />North Corporation Line. Mr. O'Grady moved for suspension of rule requiring three <br />readings as well as referral to committee, second by Mr. Wilamosky, unanimously <br />approved. Mr. Wilamosky moved for adoption, second by Mr. O'Grady, unanimously <br />approved. Ordinance No. 85-49 adopted. <br />Ordinance No. 85-50 introduced by Mr. Bierman was given its first reading. An <br />ordinance accepting an easement for the installation and maintenance of a water <br />main for the purpose of supplying water service by the City of Cleveland to the <br />7515 Company's Subdivision No. 2, and declaring an emergency. Referred to BZD <br />Committee. <br />Ordinance No. 85-51 introduced by Mr. Bierman was given its first reading. An <br />ordinance creating a Capital Improvement Fund entitled "Infrastructure Fund", <br />and declaring an emergency. Referred to Finance Committee. <br />Under Old Business: <br />Mr. Bierman asked Mayor Swietyniowski what progress had been made with respect to <br />the installation of emergency phones on I-480; Mayor had promised to respond to <br />Mr. Bierman and has not done so as yet. Mayor apologized for his .failure to re- <br />spond; promised to make a telephone call on Wednesday, May 8th; will discuss with <br />Finance Committee chairman at next Finance Committee Meeting.. <br />Mrs. Petrigac asked Finance Director Boyle where to find a carry-over of $700 from <br />the Bicentennial Committee. Mr. Wilamosky stated it was a carry-over in fiscal <br />year 1976; as of January 1st of 1977, it automatically was carried over as a General <br />Fund balance. Finance Director stated it would just become part of the General Fund <br />and would have no identity any more. Mayor stated it was gone. Mrs. Petrigac <br />replied that if it was "gone" some people would be very unhappy. <br />Under New Business: <br />Mr. Wilamosky, speaking on a point of personal privilege, discussed a communication <br />from the Mayor with respect to the 16B2 Program for Transportation for the Elderly <br />and Handicapped. In 1980, Kiwanis made a tremendous contribution to the community <br />by purchasing a van to provide transportation for seniors and handicapped persons. <br />Council has now been asked to look at a proposal to secure a second van by entering <br />into an agreement with two other communities. Mr. Wilamosky is not totally convinced <br />that General Fund revenue should be used to support or expand such a program when <br />through the auspices of the Regional Transit Authority there is a Community Responsive <br />Transit program available. Since North Olmsted does have a van, RTA has not provided, <br />nor have they had the incentive to provide, Community Responsive Transit to North <br />Olmsted, which is paying for CRT with its tax dollars. CRT is obligated, under the <br />organizational aspects of RTA, to provide transportation for the elderly and the <br />handicapped but has failed miserably. They spend thousands of dollars to provide CRT <br />service to other areas, exclusive of suburban areas. The city is now asked to look <br />at again subsidizing the obligations of RTA by buying another van, incurring additional <br />cost when this is an obligation. of RTA. North Olmsted is concerned with its handi- <br />capped and senior citizens: that's why it has operated independently of RTA, since 1980, <br />
