Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported:
1) Safety Committee met yesterday with the Mayor, Councilwoman Petrigac, Safety
Director, Chief Marsh, Captain Krynak, Patrolman Novak and Mrs. Karen Maxima
from Pre-School PTA in attendance. This was a follow-up to ,the Safety Meeting
of Marsh 26th when video taping of children or a Child Find approach to missing
children was discussed. There are so many legal aspects connected with video
taping that committee decided to strongly recommend the Child Registry Program.
Hopefull the PTA will become the vehicle to move this program forward. It will
take som monetary support and hopefully community groups will get involved also.
The Chil Registry Program supplies a handbook which will contain the child's
picture, fingerprints and dental records. It will be so inclusive that it will
really b of help to law enforcement agencies searching for missing children.
Mr. 0'Gr dy was most impressed with the fact that if the City participates in this
program nd reports a missing child, the information will go out to 150,000 organ-
izations immediately with the child's picture. There will be 15,000 law enforce-
ment age ties, 80,000 schools, 14,000 libraries, 32,000 post offices, 9,000 news-
papers, ,900 television stations and over 2,000 YMCA centers involved. For those
resident interested in video taping, First Federal Bank of Lakewood, recently
opened o Lorain Road in North Olmsted, will be video taping on April 21st, by
appointor nt only, from one to five.
2) Mr. 0 Grady moved Council have no objection to the issuance of an F2 liquor
Transpor ation Committee reported: 1) Recreation Committee met with Sharon Fleming
and Juli Brown from Landmarks Commission, Bill Lackey and Alice Holmak from
Communit Council,: Director Copeland and Director Petre as well as the Mayor and
Councilor n Bierman, Chairman of Long Range Planning Committee, to discuss the
renovati n of the Community Cabin and Ordinance No. 85-34 which agrees to the
must be tarted by the end of September to be in compliance with the terms of the
CDBG fun Approximately $750 of the amount agreed upon for the wiring of the
Cabin co ld be-put toward the hiring of an architect. The architect would address
the tota building including ceiling, rebuilding of kitchen, .plumbing, new light-
ing, etc He would also tie the Senior Center in with the Community Cabin.
Mr. Lack y suggested that a portion of the $1,200 in the Community Council Cabin
Fund cou d possibly be used for this renovation and he will look into it. There
is a nee for a water Line to come from Lorain Road and this is a very expensive
project. The Cabin also needs to be kept clean on a day to day basis; the Mayor
said he ould make sure that this is done, It was recommended that the architect
be one w o is familiar with the renovation of historical buildings. Committee
suggests that nothing be started until after Homecoming, however, as soon as the
ordinanc is passed that the plans be immediately prepared and submitted to the
proper c until committee. All organizations and groups now using the Cabin should
be notif ed now that beginning in September and for the two/three months immediately
followin the building will not be available and they will need to find other
faciliti s. It was suggested that some of the City Hall rooms could be made
availabl such as the Council Chambers, and the Mayor has agreed to do this.
2) Trans ortation Committee met this evening at 7 o'clock with City Engineer Schaller,
Safety Director Petre, Captain Krynak and all members of the committee in attendance.
Council ad passed an ordinance authorizing the bidding of police vehicles a few
months ago, however, the Safety Director did not go out for bids at that time since
the mone~ had not been appropriated. The Ford Motor Company is the only manufacturer
still ab e to accommodate the city and then only through April 30th. The council
agreed t give Mr. Petre the authorization to go ahead with the bidding procedure,
with a c ormittment to pass the note ordinance that will be forthcoming.
