Council Minutes of 4/1$/85 -4- <br />3) Committee also discussed City Engineer's letter suggesting the abolishment of <br />the "no right hand turn" at Great Northern Boulevard, turning right onto Lorain <br />Road in front of the Shell Service Station. Committee would like to wait until <br />new relocated Columbia Road is opened and see what affect this will have. In <br />the meantime,-the Police Department will watch this intersection and keep the <br />committee advised. <br />4) Committee also discussed Ordinance No. 84-110 which was introduced in November <br />of 1984 and would establish no stopping or parking zones on the fire hydrant sides <br />of Dogwood Trail, Linwood Circle and Forestwood Parkway. Some residents had asked <br />for this legislation but after taking a survey of the street, it appears that the <br />majority of the residents do not want these signs installed. Committee therefore <br />recommends that Ordinance No. 84-110 be tabled. <br />Mr. Tallon, Chairman Building, .Zoning and Development Committee reported: <br />1) With regard to the Flagner century home on Porter Road, is happy to report <br />that the property has been completely cleaned up; the restoration is still under- <br />way and the owners are in the process of hiring contractors to complete the project <br />in a resonable amount of time. <br />Mr. Wilamosky, Chairman Finance Committee as well as Streets and Drainage Committee <br />reported: 1) The Finance Committee met on March 25th and discussed the appropria- <br />tion ordinance which was subsequently passed at a special meeting of council. <br />Committee also discussed Ordinance Nos. 85-27 through 85-32 which authorizes the <br />Director of Public Service to advertise for 5.,000 tons of asphalt and tack coating <br />for city streets; 2,500 gallons of crosswalk and highway paint; 500 cubic yards of <br />concrete, including removal and disposal of same; various reflecting traffic sign <br />and roadway marking materials; 2,000 tons of stone and various motor oils and <br />lubricants to be used by the Service Department garage. Committee has no objection. <br />Letters and communications: <br />President Boehmer announced receipt of a letter from Mr. Rocco Puzzietello, Presi- <br />dent of Hennie Homes, requesting rezoning of lots in Pheasant Walk Subdivision, <br />fronting on Lorain Road at 29196 Lorain Road; to be rezoned from commercial to <br />residential. Letter was referred to Mr. Tallon and placed in BZD Committee. <br />Audience participation: <br />Mrs. Madeline Brookshire, 5140 Hampton Drive, suggested that when the Community <br />Cabin is closed for renovation, the people desiring an alternate meeting place <br />might contact Horizons at Chestnut School or use the community meeting room <br />at the North Olmsted Branch Library. <br />Mr. Robert E. Ralph, 4523 Brendan Lane, referred to the Council Meeting of <br />April 2nd, 1985, and the report given by Mr. Roger Clingman. Mr. Ralph stated <br />that Mr. Clingman's dilemma was brought on by himself.. When he developed Brendan <br />Lane, he sold off a piece of property to Mr. Gerry Slaybaugh which in his original <br />plan was access to the property he now wants Council to give him a plan to de- <br />velop. Mr. Clingman offered that .property for a sum of money five or six years <br />ago, however when the property owners got the money together to put in escrow, <br />Mr. Clingman changed his mind. The resulting problem has been on-going and con- <br />tinuous. Residents have been before the Board of Zoning many times; Mrs. Saringer <br />has met with the residents in several instances; Mr. Clingman had his building <br />license revoked on several occasions. Mr. Ralph would like Council to answer <br />Mr. Clingman's request for a plan by sending him a letter advising him to sell the <br />property to the homeowners on Brendan Lane, which was his original plan five or <br />six years ago, and get all this off his back. <br />
