Council Minutes of 4/16/85 -6- LEGISLATION (cont'd): Ordinance No. 84-110 introduced by Mrs. Petrigac was given its second reading. An ordinance amending the Traffic Control Map and File of the City of North Olmsted to establish no stopping or parking zones on the fire hydrant sides of Dogwood Trail, Linwood Circle and Forestwood Parkway. Ordinance No. 85-33 introduced by Mr. Wilamosky was given its second reading. An ordinance amending the Traffic Control Map and File of the City of North Olmsted to establish no parking on Nantucket Drive, from Revere Drive to the cul-de-sac, including the cul-de-sac. Ordinance No. 85-34 introduced by Mayor Swietyniowski was given its second reading. An ordinance authorizing the Mayor of the City of North Olmsted to enter into an agreement with an architect, for the purpose of renovation of the North Olmsted Community Cabin, not to exceed $3,000.00, and declaring an emergency. Resolution No. 85-35 introduced by Mrs. Petrigac was given. its second reading. A resolution authorizing the Director of Public Safety to advertise for bids for a water coolant tower for the North Olmsted Recreation Center, and authorizing the Mayor to contract for same, and declaring an emergency. Mr. Wilamosky moved that Finance Director Boyle present a Fiscal Officer's Certifi- cate with respect to Ordinance No. 85-36, second by Mr. Tallon, unanimously approved. Ordinance No. 85-36 introduced by Mr. Wilamosky was given its first reading. An ordinance providing for the issuance and sale of $5,315,000 notes, in anticipation of the issuance of bonds, for the purpose of paying costs of improving and expanding the Municipal Wastewater Treatment Facilities, and declaring an emergency. Mr. Wilamosky moved for suspension of rule requiring three readings, second by Mr. O'Grady, unanimously approved. Mr. Wilamosky moved for adoption, second by Mr. O'Grady, unanimously approved. Ordinance No. 85-36 adopted. Ordinance No. 85-37 introduced by Mr. Tallon was given its first reading. An ordin- ance authorizing the sale of surplus personal property owned by the City of North Olmsted and previously used by the Department of Public Service, and declaring an emergency. Referred to Finance Committee. Ordinance No. 85-38 introduced by Mrs. Petrigac was given its first reading. An ordinance amending Section 351.18 of Chapter 351 of the Codified Ordinances of the City of North Olmsted, entitled "Parking Generally", to provide for an increased penalty for violating Section 351.20, entitled "Handicapped Parking". Referred to Transportation Committee. Ordinance No. 85-39 introduced by Mrs. Saringer was given its first reading. An ordinance amending Chapter 549 of the General Offenses Code of the City of North Olmsted, entitled "Weapons and Explosives", by adding a new Section 549.14 en- titled "Sale, Possession and Use of Stun Guns", and declaring an emergency. Re- ferred to joint Safety and Legislation Committees. Ordinance No. 85-40 introduced by Mr. O'Grady was given its first reading. An ordinance amending Chapter 941 of the Codified Ordinances, entitled "Garbage and Rubbish", by creating new and revised Section 941.08, entitled "Regulation of Placing of Garbage or Rubbish in Setback, Right-of-way, and Other Areas Abutting Public Streets".
