-• <br />Council ?Minutes o~ 3/5/85 _2_ <br />2) Has billed, Fairview Park for sewer usage in the amount of $13~-,008, based on <br />consumption of just under 7%. <br />3) Talked with the Auditor of State about North Olmsted's audit and have agreed on <br />any of three firms. Are now negotiating on what needs to be done and what the cost <br />will be. <br />4) Has requested Squire, Sanders and Dempsey to write roll-over note legislation on <br />the notes coming due on May lst. Has requested the. legislation by the second meeting <br />in March so there would be three full readings. Will probably roll over $5,315,000 on <br />May .let,, for a period not to exceed six months (possibly around three months) and then <br />will. go into bonds and other notes. <br />5) Has talked to Regional Income Tax about .reprogramming the payroll programs to <br />allow more deductions because the City has offered an insurance policy to the Bus Line. <br />Has expanded the insurance contract so that if desired.; these employees can have more <br />insurance but they have to pay for it. Would like to do this under payroll deductions. <br />Has. also contacted IBPi with a view for more programming. <br />6) Last Monday, was asked about the hond capacity of the City. The capacity is <br />$2,158,498 unvoted; $18,115,.730 voted. 5-1/?. percent o.f the assessed valuation can <br />be unvoted; 10-1/2 percent can be voted. <br />7) Today received the last payment of personal property. tax of 1984 which amounted <br />to about $4,800; this amount appears on the amended certificate so is not an additional <br />fund. <br />Mr. Wilamosky asked Mr. Boyle if Senate Bill 477 sets a maximum that a court is <br />permit tied to charge; Mr. Boyle replied that he did not know if this particular bill <br />did but there is a state law that places a cap on what a court can charge. Mr. <br />Wilamosky stated he was a little concerned about the city's inability to set some <br />controls, set some standards with respect to expenditures, to establish policy re- <br />lating to salaries, to establish policies relating to hiring, and to establish <br />policies relating to benefits. If the cities do not .have some say in establishing <br />policy, they will. continue to have over-runs; what is being done to establish an <br />opportunity for local municipalities to establish- court. policy? .Law Director Gareau <br />advised that the court is established by the state legislature; the two judges <br />basically establish the policies of the court. The City cannot establish policy. <br />The only way some cities have controlled it is to haue a Mayor's Court. Mr. <br />Wilamosky stated that if the cost of running the court is rising, why doesn't the <br />judge increase court costs to $35 or $38. Since the discussion continued, and many <br />questions were being asked, President Boehmer stated that he would set a Council of <br />the GJhole Committee Meeting and ask Air. Ben ?right, Clerk of Courts, to be in <br />attendance to explain the court system and answer Council's questions. <br />Mrs. Saringer, Chairman Intra-Governmental Relations and Legislation Committee re- <br />ported: 1) Had no-; report from her committee but did give a Recreation Commission <br />Report. Commission met on February 25th to review budget for 1985 Parks and Recre= <br />ation Department. Budget reflects 5.5°o increase across the board salary increase <br />this-year. Commission approved NOSO proposal and the softball association proposal <br />to line ,their own fields; Hot Stove ~oill be given the option to line the fields or <br />pay a $5.00 field permit per date. If this does not prove workable, it will be re- <br />sumed by the Rec Department. Commission rejected the proposal for the Rec Department <br />to take over -the scheduling and coordination of the Community. Cabin from the Service <br />Department. Commission reviewed suggested recommendations for capital improvement <br />and equipment purchases for 1985. Second meeting on the budget was held last night. <br />Condition of the roof of the pool was discussed. Bu~_lding Commissioner Gundy re- <br />ported that the roof was not in danger of collapsing and the temporary, in-house <br />repairs were acceptable for the time being. TMir. Gundy will file a more detailed re- <br />port, with .recommendations. There is a critical need for a dehumidifier; Commission <br />does not have $40,000 for this item.- Commission budget cannot address the roof <br />problem; will have to bring this to the Finance Committee of Counci L Commission <br />deleted $1,700 for fire works; approved $3,000 for Horizons. Sub-leasing of Pro Shop <br />was discussed; Mr. Bohlman will look into it. Next meeting scheduled for March 12th. <br /> <br />
