Council Minutes of 1/16/85 <br />-2- <br />roof, providing appropriate pool ventilation; renovating the ice rink compressor <br />system; establishing a hot water conservation system and computerized energey <br />management system. Payment for the system would be made by Roth Brothers re- <br />ceiving the yearly energy savings from the system on an eight to ten year con- <br />tract. Their estimate of savings is approximately $100,000, based on the 1983 <br />energy cost. One concern of the commission was that the City did not have to <br />advertise for bids for this contract, according to the Law Director's legal <br />opinion. Would ask Law Director Gareau to be in attendance at this meeting. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee, reported: <br />1) With all the concern expressed regarding Ordinance No. 84-124 covering <br />traveling public shows and carnivals, Mr. O'Grady and committee reviewed the <br />legislation once again. Fees and application have been increased from $5~ to <br />$100; the inflation index has increased, in the 17 years since the ordinance was <br />established, from a base of $100 in 1967 to $315 today so that $50 increase is <br />very reasonable. The $500 deposit for services rendered by the City is unchanged <br />from the old ordinance. The insurance policy of liability and indemnity insurance <br />in the amount of $100,000/$300,000 per personal injury remains unchanged. Property <br />damage coverage will be increased from $50,000 to $100,000. This was checked out <br />with an insurance executive and he said the cost for this type of an increase for <br />an entire year would be in the neighborhood of $100 and the traveling show or <br />carnival would have much more coverage than this for property damage. The main <br />difference in this new legislation is to give carnival and traveling shows per- <br />mission for the employees responsible f_or the safety and/or security of equipment <br />to utilize on-premise camper living quarters. Written approval from the Safety <br />Director would be required. Committee again recommends adoption of the legislation. <br />2) Tor. O'Grady moved Council have no objection to the issuance of a D1 liquor per- <br />mit for Nam [aah Express, Incorporated, 26625 Brookpark Road Extension, second by <br />Mrs. Saringer, unanimously approved. <br />Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings Committee as well as <br />Transportation Committee reported: 1) Recreation Committee met this evening with <br />Recreation Complex Manager Couts. Discussed Ordinance No. 84-120 dealing with <br />wages. Committee was concerned with Ttems 6 through 11, raising ranges of various <br />employees. Does not feel this legislation should be passed until the pay increases <br />for the rest of the city are established. [Juld like Council to draft legislation <br />similar to the school system whereby employees progress from one range to another, <br />instead of constantly adjusting ranges as people reach the highest level of their <br />range. Recreation Committee recommends that this legislation be referred to <br />Finance Committee for consideration. <br />President Boehmer asked Mrs. Petrigac to check with him so that a meeting could <br />be scheduled to discuss the establishment of progressive ranges such as is done <br />by the School Board. <br />2) Mrs. Petrigac pointed out that a line item, "Pro Shop" had exceeded the budget <br />and needed an immediate transfer of funds. Would ask the Finance Committee to con- <br />sider this at its next meeting. <br />3) The Ad Hoc Planning Committee met ,jointly with the Transportation Committee on <br />January 10th. Discussed Ordinance No. 84-114 with the Mayor; this legislation deals <br />with the relocation of 252 and ordinance had asked that the cul-de-sac at Bodecker <br />Hill, south, be done away with and that portion be opened up until the completion <br />of relocated 252 south. After discussion, it was decided to amend the ordinance <br />and place it back on second reading. The amendment deletes the opening uv of the <br />cul-de-sac and is a little stronger in urging the State to move forward on the <br />proposal to relocate 252. Will be asking for suspension of rule requiring three <br />readings on Ordinance Tdo. 84-114. [Jould also request the Administration to take some <br />action at Columbia and Lorain Road where the traffic is horrendous. <br /> <br />
