Council Minutes of 1/2/85 -2- <br />the original 82% by mid-January and the remaining sometime in February so all <br />the money will be received in 1985. The same bill lowered tangible personal <br />property from 34% to 33%. <br />2) Real estate taxes are due January 18th, with a 10% penalty if not paid by then. <br />This year, the county will be receiving $83.50 per thousand dollars tax valuation. <br />This is up from $81.80 of last year. Of the property tax paid to the City of North <br />Olmsted, 19% is going to the county; 64% going to the schools and 17"! to the city. <br />3) With respect to sewer financing, have received the bulk of material from McDonald <br />and Company on the rate decrease. Contacted r4r. Schwartz of Dalton, Dalton and <br />Newport; he was out of town and will call Mr. Boyle tomorrow. ~,~hen he receives this <br />information, they will put it into their formula, develop the rate and hopefully <br />Mr. Boyle will have it at the next council meeting or the first meeting in February. <br />Will be meeting with the Finance Committee of Council to discuss. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Moved Council have no objection to the issuance of an F2 liquor permit for the <br />St. Clarence Womens' Club, 30106 Lorain Road, North Olmsted, Ohio, for January <br />25th and 26th, 1985, second by Mr. Wilamosky, unanimously approved. <br />2) Moved Council have no objection to the issuance of an F2 liquor permit for the <br />St. Clarence Players, 30106 Lorain Road, North Olmsted, Ohio, for February 1st and <br />2nd as well as February 8th and 9th, second by Mrs. Saringer, unanimously approved. <br />3) Committee met on November 13th to discuss Ordinance No. 84-124, which amends <br />a 1968 ordinance covering traveling public shows and carnivals. The new legislation <br />updates fees and gives employees of traveling shows and carnivals the right to use <br />camper-type living quarters on city grounds if they are responsible for the safety <br />and security of the equipment. Permission for such living-in would have to be re- <br />quested through the Safety Department. All members of the Safety Committee are in <br />favor of the legislation. <br />Mrs. Petrigac, Chairman Recreation, Public Parks and Buildings as well as Trans- <br />portation Committee reported: 1) Recreation Committee met tonight at 6:30 P.M. with <br />all members, as well as Finance Director, in attendance. Committee discussed Ordin- <br />ance No. 84-120 and will ask that it be removed from tonight's agenda since the <br />other invited members of the Administration were not in attendance and questions con- <br />cerning the legislation could not be answered. Mrs. Petrigac moved Council remove <br />Ordinance No. 84-120 from this evening's agenda, second by Mrs. Saringer, unanimously <br />approved. <br />Mr. Tallon, Chairman Building, Zoning and Development Committee reported: 1) A pre- <br />liminary plan for land use in a mixed district was submitted to the BZD Committee <br />by the Biskind Development Corporation for development of a parcel of land with a <br />hotel and two office buildings as well as service roads included. Mr. Tallon moved <br />Council submit said preliminary plan to the Planning Commission as per Chapter 1204.01 <br />of the 7.oning Code, second by Mr. Bierman, unanimously approved. <br />Audience participation: <br />Mrs. Gemma Szabo, Bradley Road, asked why none of the school guards had been notified <br />about the meetings when the PERS legislation, Ordinance Nos. 84-57 and 84-113, were <br />explained to the rest of the city's personnel. Mayor Swietyniowski stated he would <br />set up a meeting and get a letter to those concerned regarding the date and time. <br />Mr. Tim Smith, 6058 Stearns Road, discussed Ordinance No. 84-124 regarding traveling <br />shows and carnivals; agrees with the insurance change from 550,000 property and <br />liability coverage~to $100,000 but objects to the Safety Director being named as the <br />only person to give written approval for people staying in the park; does not feel <br />this should be the judgment of one individual. <br />~~~•~~~t <br />.. :... <br />~ _ <br />
