Council Minutes of 12/16/86 <br />-7- <br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and <br />Drainage Committee reported: 1) Environmental Control Committee met jointly <br />with Finance Committee on Tuesday, December 9th, to discuss Ordinance No. <br />86-125 which deals with the rubbish pickup contract with BFI. Since there <br />has been no increase in the cost of rubbish pickup, committee has no objection <br />to the approval of this ordinance. <br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported: <br />1) Committee met on Tuesday, December 9th with Councilmen Wilamosky and McKay <br />in attendance as well as Mayor Petrigac, Chief Marsh, Captain Krynak, Admin- <br />istrator Jack, Director Copeland, Director Becker. Committee discussed <br />Ordinance No. 86-124 which amends the Traffic Control File of the city to provide <br />for the elimination of the traff is signal at the intersection of Butternut Ridge <br />and old Columbia Road. One of the members felt that with the elimination of <br />that traffic signal that a north/south "stop sign" on Columbia Road at Butter- <br />nut Road should be added. The lack of a traffic count, which is actually <br />eliminating the traffic signal, would also prohibit the installation of a <br />north/south. stop sign at .that intersection, therefore, committee unanimously <br />supports adoption of Ordinance No. 86-124. <br />2) Committee then discussed the Board of Education letter with regard to the <br />school crossing guard program. Of course, the letter stated that the Board <br />of Education "voted five to zero to deny the city's request for payment or <br />shared payment of the school crossing guard program". Some dialogue was <br />covered to see if any feasible solution could be made to cut the cost and <br />improve the service. After much discussion, it was determined that the city <br />receives excellent value for its dollars supporting the school crossing guards. <br />One suggestion was to go to a flat rate per day but the concensus was that <br />the city could not retain the present guards if that type of system was <br />adopted, therefore, the present program will remain in effect. <br />3) The next item discussed was a letter from the City Engineer requesting the <br />Safety Committee to consider the review of the removal of a "no right turn on <br />red" sign at the intersection of relocated State Route 252 and Butternut <br />Ridge Road. This will be deferred until the Spring of 1987 when a traffic <br />survey will be conducted to determine if it is warranted to continue to have <br />those there. <br />4) Committee also covered discussion with respect to the senior van, which may <br />only be available four hours per day in December. The main problem is lack of <br />drivers due to the income restriction of $5,000 per year under Title Five. <br />The hiring of qualified drivers, with this restriction, is almost an impossibility. <br />Committee supports the. addition of a line item in the 1987 budget, if at all <br />possible, to help alleviate this problem for our most valued seniors. <br />5) Mr. O'Grady moved council have no objection to the issuance of a D1 liquor <br />permit to Corporate Fund Services, Incorporated, dba Corporate Cafe, 25000 <br />Country Club Boulevard, Suite 198, North Olmsted, Ohio, second by Mr. Logan, <br />unanimously approved. <br />Mr. Logan, Chairman Intra-Governmental Relations and Legislative Committee re- <br />ported: 1) Moved council approve the appointment of Mr. Robert Gallowy, to <br />replace Robert Grace, on the Board of Building Code Appeals, second by Mr. <br />O'Grady, unanimously approved. <br />2) Moved council approve the reappointment of Mr. Chester H. Remmel to another <br />term as member. of the Board of Zoning Appeals, second by Mr. Wilamosky, <br />unanimously approved. <br /> <br />
