Council Minutes of 12/16/86 -8- <br />Mr. Lackey, Chairman Recreation, Public Parks and Buildings Committee re- <br />~m,~ ported: 1) At its December 9th meeting, the Recreation Commission approved <br />a fiscal budget for 1987. Part of the cover Letter reads, "the projected <br />expenses provides for an on-going, minimum maintenance program, a modest <br />facility's renovation effort and some safety related programs.. The very <br />necessary capital improvements required for the Rec Complex have not been <br />included. Finally, the budget assures continuation of the current level of <br />services, including support for Horizons and community fireworks in the <br />belief that cutbacks only create negative community feelings which translate <br />into eroded support for future needs of the city. Gross revenues for 1987 <br />are projected at $822,000; expenses at $978,000, therefore, support of this <br />budget by council will require a contribution from the general fund of <br />approximately $156,000." The Recreation Committee will be calling a joint <br />meeting with the Finance Committee to discuss the proposal. <br />Mr. Rademaker, Chairman Transportation Committee as well as Long Range <br />Planning Committee reported: 1) Long Range Planning Gommittee met December <br />10th with all members present; committee met again tonight with all of council <br />to consider correspondence received from Mr. Raymond Puzzietello with respect <br />to a 14 acre parcel of land bordered by Marquette and Edgepark Boulevards. <br />If the city has no use for the property, Mr. Puzzietello would like to buy it <br />for possible development. At the December 10th meeting, committee discussed <br />some very preliminary plans which involved approximatley 25 building sites, <br />as well as the city's intended use of that property. Initially, the property <br />was intended for recreational use. It was concluded that at this time, the city <br />does not have much in the way of dollars available for recreational use but that <br />might not be the case twenty years from now. Again, tonight, all of council <br />discussed the possibility of selling this parcel of land; city will have the <br />property appraised and then might possibly let this out for bids to see what <br />bids may come in from Mr. Puzzietello and any other developer or interested <br />party. <br />Audience participation: <br />Mrs. Lillian Kordish, 28541 Alden Drive. Commended Mr. Logan on his remarks <br />with respect to the banners at Crestmont; it does look like a circus. Thanked <br />Mr. Wilamosky for recommending against developments on Bradley Road; any future <br />residents, who would buy property in that area, would probably have continuous <br />drainage problems. <br />Eileen Schuller, Clareshire Drive. Submitted petitions signed by approximately <br />900 residents objecting to a zoning change on Columbia Road and Country Club <br />Boulevard from Residential to Mixed Use. <br />Agatha Haettich, 4183 Columbia Road. Discussed the circumstances surrounding <br />her leaving the city's employ as a senior citizen van driver; does not think <br />it was handled properly by the administration. Mayor Petrigac suggested that <br />if council would like to discuss this matter with the administration, it <br />should be done in an executive session since it is a personnel matter. <br />Cliff Krebbs, 25575 Butternut Ridge Road. Discussed the no right turn on red <br />sign at Butternut Ridge Road and old Columbia Road; there is a treadle in the <br />middle lane; traffic sitting there, southbound, wanting to go westbound on <br />Butternut, if somebody hits the treadle, left turn arrows come on and hold <br />southbound traffic until the left turn traffic can clear. A green arrow for <br />the right turns would be required to turn off when the treadle was hit. Suggested <br />the traffic engineer look at it; would like to see it eliminated but there would <br />have to be some changes made to the turn signal mechanism to implement it. <br />Would be happy to attend the committee meeting to discuss this. <br />~~.,_ .: <br />
