Council Minutes of 12/2/86 -8- LEGISLATION (cont'd): Ordinance No. 86-124 introduced by Mr. O'Grady was given its first reading. .w An ordinance amending the Traffic Control File of the City to provide for the elimination of the traffic signal at the intersection of Butternut Ridge Road and Old Columbia Road and further, to provide for the installation of a stop sign on the southwest corner of Butternut Ridge Road. and Columbia Road to control traffic travelling in an easterly direction on Butternut Ridge Road, and declaring an emergency. Referred to Safety Committee. Ordinance No. 86-125 introduced by Mayor Petrigac was given its first reading. An ordinance authorizing the Mayor, on behalf of the city, to extend the ex- isting agreement with BFI for a one year period, for refuse pickup within the city, and declaring an emergency. Referred to joint Finance and Environ- mental Control Committees. Miscellaneous business: Mr. Wilamosky moved council reconsider Ordinance No. 86-118, an ordinance to transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 1986, second by Mr. Logan, unanimously approved. Mr. Wilamosky moved for adoption, second by Mr. Logan. Roll call on motion: Affirmative vote: Lackey, Logan, McKay, O'Grady, Tallon, Wilamosky. Negative vote: Rademaker. 6 Aye - 1 Nay. - Motion carried. Ordin- ance No. 86-118 adopted over Mayor Petrigac's veto. Mr. Tallon scheduled a BZD Committee Meeting for Wednesday, December 10th, at 7:30 P.M. Mr. Rademaker scheduled a Long Range Planning Committee for Wednesday, December 10th, at 7 o'clock. Mr. McKay scheduled a joint Environmental Control Committee and Finance Committee Meeting for Wednesday, December 10th, at 8:30 P.M. Mr. O'Grady scheduled a Safety Committee Meeting for Tuesday, December 9th, at 7:30 P.M. Requested Police Chief Marsh, Captain Krynak, Chairmen of Finance and Transportation Committees, Director'of Human Resources and Administrator of Division on Aging to be in attendance. Mr. Wilamosky asked when council could expect a rough draft of any proposals the administration is going to make with respect to appropriation recommendations for 1987. Mayor Petrigac stated they are presently being worked on; hopes to have it to council by the next council meeting. Mr. McKay asked the Mayor to pass along his appreciation to Safety Director Becker for his communication with respect to Arturo's Restaurant; understands the matter has been referred back to Planning Commission. Mr. Logan discussed the powers of the Mayor as described in the City Charter; asked if it is clear as to what the President of Council's powers are when the Mayor is absent from the city. Mayor Petrigac responded that she has requested an opinion from the Law Director and upon receipt of his legal opinion, she will certainly abide by his counsel. Mr. O'Grady clarified a portion of a letter sent to council members by the Mayor, and dated November 10th, regarding the manpower at Fire Station No. 2. Mayor's letter indicated "for those of you who are on the Safety Committee, or who attended the Safety Committee Meetings, you recall that a copy of a report from Chief VanKuren to the Safety Director was given to you". Mr. O'Grady stated
