Council Minutes of 12/2/86 -8- <br />LEGISLATION (cont'd): <br />Ordinance No. 86-124 introduced by Mr. O'Grady was given its first reading. <br />.w An ordinance amending the Traffic Control File of the City to provide for the <br />elimination of the traffic signal at the intersection of Butternut Ridge Road <br />and Old Columbia Road and further, to provide for the installation of a stop <br />sign on the southwest corner of Butternut Ridge Road. and Columbia Road to <br />control traffic travelling in an easterly direction on Butternut Ridge Road, <br />and declaring an emergency. Referred to Safety Committee. <br />Ordinance No. 86-125 introduced by Mayor Petrigac was given its first reading. <br />An ordinance authorizing the Mayor, on behalf of the city, to extend the ex- <br />isting agreement with BFI for a one year period, for refuse pickup within <br />the city, and declaring an emergency. Referred to joint Finance and Environ- <br />mental Control Committees. <br />Miscellaneous business: <br />Mr. Wilamosky moved council reconsider Ordinance No. 86-118, an ordinance to <br />transfer appropriations for current expenses and other expenditures for the <br />City of North Olmsted for the year ending December 31, 1986, second by Mr. Logan, <br />unanimously approved. Mr. Wilamosky moved for adoption, second by Mr. Logan. <br />Roll call on motion: Affirmative vote: Lackey, Logan, McKay, O'Grady, Tallon, <br />Wilamosky. Negative vote: Rademaker. 6 Aye - 1 Nay. - Motion carried. Ordin- <br />ance No. 86-118 adopted over Mayor Petrigac's veto. <br />Mr. Tallon scheduled a BZD Committee Meeting for Wednesday, December 10th, <br />at 7:30 P.M. <br />Mr. Rademaker scheduled a Long Range Planning Committee for Wednesday, December 10th, <br />at 7 o'clock. <br />Mr. McKay scheduled a joint Environmental Control Committee and Finance Committee <br />Meeting for Wednesday, December 10th, at 8:30 P.M. <br />Mr. O'Grady scheduled a Safety Committee Meeting for Tuesday, December 9th, at <br />7:30 P.M. Requested Police Chief Marsh, Captain Krynak, Chairmen of Finance and <br />Transportation Committees, Director'of Human Resources and Administrator of <br />Division on Aging to be in attendance. <br />Mr. Wilamosky asked when council could expect a rough draft of any proposals <br />the administration is going to make with respect to appropriation recommendations <br />for 1987. Mayor Petrigac stated they are presently being worked on; hopes to <br />have it to council by the next council meeting. <br />Mr. McKay asked the Mayor to pass along his appreciation to Safety Director Becker <br />for his communication with respect to Arturo's Restaurant; understands the matter <br />has been referred back to Planning Commission. <br />Mr. Logan discussed the powers of the Mayor as described in the City Charter; <br />asked if it is clear as to what the President of Council's powers are when the <br />Mayor is absent from the city. Mayor Petrigac responded that she has requested <br />an opinion from the Law Director and upon receipt of his legal opinion, she will <br />certainly abide by his counsel. <br />Mr. O'Grady clarified a portion of a letter sent to council members by the Mayor, <br />and dated November 10th, regarding the manpower at Fire Station No. 2. Mayor's <br />letter indicated "for those of you who are on the Safety Committee, or who <br />attended the Safety Committee Meetings, you recall that a copy of a report from <br />Chief VanKuren to the Safety Director was given to you".
