<br />4) Committee discussed Ordinance No. 86-103 which transfers $84,000 from the
<br />General Fund to the Recreation Fund. Recreation Center's current: rate of ex-
<br />pense reflects a need to cover such items as utilities, building maintenance,
<br />materials and supplies, etc. Transfer is recommended by Finance Committee to
<br />keep the Recreation Center in operation. Director Cunningham is projecting
<br />General Fund Revenue to be $7,707,000 this year, of which approximately
<br />$3,470,000 to $3,480,000 will be generated through income tax. Earlier this
<br />year, conservative estimate of about $3,250,000 was given. The administration
<br />reported a less than expected amount of revenue from areas that are charged
<br />for services and an area that the administration refers to as a "market area",
<br />which includes the Pro Shop, concessions, team sales and the like. In comparing
<br />September, 1986, revenues with those of September, 1985, there is a reduction of
<br />revenues in almost all areas. In comparing that to the increase derived through
<br />real property evaluation, realistically, the revenue could be conceived to be,
<br />without considering the increase in revenue due to the increased property tax,
<br />approximately $20,000 less in revenue at the Rec Center as of September, 1986,
<br />versus that of 1985 and substantially more if the additional tax dollars that
<br />were put into the Rec Center were considered. Therefore, in the last nine
<br />months, revenue at the Rec Center has declined considerably from that of the
<br />previous year. Would encourage Rec Complex Manger, Mr. Fattler, to try to
<br />implement as many management tools as possible to try to keep the revenue up;
<br />revenue cannot be allowed to continue to drop from previous years when the
<br />city is hopefully expanding and trying to improve the Rec Center. Would stress
<br />the fact that revenue for September, 1986, is down from that of September, 1985,
<br />in all areas except tennis.
<br />5) Committee discussed Ordinance No. 86-106, an inter-fund transfer from the
<br />Police Department and has no objection.
<br />6) Committee discussed Ordinance No. 86-104, an inter-fund transfer within
<br />the Recreation Fund and has no objection.
<br />7) Committee discussed Ordinance No. 86-105 which reflects a variance of ex-
<br />pense in the utility item of $28,900. Utilities at the Rec Center are up
<br />considerably; a couple of bills were carried over from 1985 into 1986 which
<br />had some affect on the appropriation.. This was a contributing factor to the
<br />need to make some additional transfers into the utility item and committee
<br />has no objection.
<br />8) Committee discussed Ordinance No. 86-106, an inter-fund transfer within the
<br />Police Department and has no objection.
<br />9) Committee discussed Ordinance No. 86-107, provision for $13,135 for the
<br />Olmsted Colony Improvement Project and has no objection.
<br />10) Committee discussed Resolution No. 86-108, funding for the maintenance of
<br />the codified ordinances, and has no objection.
<br />11) Committee will be asking for suspension of rule requiring three readings
<br />on Ordinance Nos. 86-101, 86-102, 86-103, 86-104, 86-105 and 86-106, at the
<br />request of Mayor Petrigac.
<br />Mr. McKay, Chairman Environmental Control Committee as well as Streets and
<br />Drainage Committee reported: 1) Environmental Control Committee met on
<br />October 30th to discuss Resolution No. 86-94, asking Governor Celeste to
<br />take all necessary steps to permanently close the Perry and Davis-Besse Nuclear
<br />Power Plants. Representatives from CEI gave presentations on levels of radia-
<br />tion, nuclear waste storage, comparison between Chernoble and the Perry Plant,
<br />containment structure of Perry Plant, and possibilities of future earthquakes.
<br />Other presentations included cost of plant, safety operation plans, impact of
<br />cost to electrical customers, energy comparison cost, different types of plants,
<br />etc. Mr. McKay attended the open house at the Perry Plant and was favorably
<br />impressed with construction and safety features. Committee will recommend
<br />that Resolution No. 86-94 be tabled this evening.
