<br />Mr. O'Grady, Chairman Public Safety, Health and Welfare Committee reported:
<br />1) Moved Council have no objection to the transfer of a D2, D2X, D3, D3A
<br />liquor permit from the Cleveland Copa, Incorporated, dba Dover Center Lounge,
<br />27092 Lorain Road, to Smith .and Evans, Incorporated, dba Dover Center Lounge
<br />and Bar, 27092 Lorain Road, second by Mr. Wilamosky, unanimously approved.
<br />2) Thanked members of council and administration who helped at the Child
<br />Registry Program.
<br />Mr. Lackey, Chairman Intro-Governmental Relations and Legislation Committee
<br />reported: 1) Committee met on October 23rd with representatives from West
<br />Shore Cable TV and Cablevision TV to discuss Ordinance No. 86-89, the sale
<br />of West Shore Cable TV to Cablevision. Cablevision is the 16th larget cable
<br />system in the country with more than 600,000 subscribers nationwide. Local
<br />areas have over 25,000 subscribers of Cablevision. Cablevision has won
<br />national awards for their news and local programming; they are willing to
<br />work with council and the administration in developing programs for the
<br />city. There will be no rate change nor will the present personnel change.
<br />Other than adding new programming, there will be little change. West Shore
<br />Cable is currently waiting for response from the limited partnership on
<br />this proposed sale; should be getting responses within the next few weeks
<br />and will present the findings to council. Committtee has asked for some
<br />input from the Law Director with respect to building lease arrangement,
<br />issuance of a new franchise, etc. Upon receipt of all information, committee
<br />will again meet and decide upon a proper recommendation to council with regard
<br />to this legislation.
<br />2) Committee also discussed Ordinance No. 86-90, approval of current replacement
<br />pages to the Codif ied Ordinances and adoption of new matter and has no objection.
<br />Mr. Rademaker, Chairman Transportation Committee as well as Long Range Planning
<br />Committee reported: 1) As reported by Mr. Wilamosky, the Transportation
<br />Committee did meet jointly with Finance Committee with respect to Ordinance
<br />No. 86-100, the proposed new traffic signalization system. There is a great
<br />need for an upgraded system which will coordinate and synchronize the traffic
<br />lights in the community. When the present system breaks down, there .are no
<br />replacement parts available and there is great difficulty in making repairs.
<br />This new upgraded system will eliminate this difficulty and should last for
<br />quite some time.
<br />Mr. Tallon, Chairman Recreation, Public Parks .and Buildings as well as
<br />Building, Zoning and Development Committee reported: 1) B2D Committee met
<br />on October 30th, 1986, and discussed the following:
<br />a. United Dairy Farmers,. corner of Lorain and Columbia Roads,
<br />proposal to construct ice cream parlor, convenient store and gas station.
<br />Planning Commission had recommended elimination of southernmost driveway on
<br />Columbia Road. After lengthy discussion, committee and developer compromised
<br />by moving the driveway approximately 20 feet north. Committee recommends
<br />the proposal be approved as per ARB and Planning Commision and with the
<br />.exception that the southernmost drive on Columbia Road be included and moved
<br />approximately 20 feet north. Mr. Tallon moved council approve the above
<br />stated proposal for United Dairy Farmers, second by Mr. Rademaker, unanimously
<br />approved.
<br />b. D. 0. Summers, corner of West Park and Lorain Roads, approved at
<br />last council meeting. Representatives of D. 0. Su~tnters asked for a change on
<br />the approved plans: to eliminate parking in the front, facing Lorain Road,
<br />and to increase the landscaping. Part of the spaces in the front would be moved
<br />to the rear of the building, facing the building, for employee parking only.
