Council Minutes of 9/2/86 _7_ LEGISLATION (cont'd): Ordinance No. 86-81 introduced by Mr. O'Grady was given its first reading. An ordinance to enact new Section 529.10, entitled, "Warning Signs", of Chapter 529 entitled, "Liquor Control", of .the General Offenses Code of the City of North Olmsted, pertaining to a sign warning against consuming alcoholic beverages during pregnancy. Ordinance No. 86-82 introduced by Mayor Petrigac was given its first reading. An ordinance to make and transfer appropriations for current expenses and other expenditures for the City of North Olmsted for the year ending December 31, 1986. Ordinance No. 86-83 introduced by Mrs. Saringer was given .its first reading. An ordinance vacating a portion of a sanitary sewer easement located on property occupied by the Great Northern Shopping Center and further accepting an easement from the Great Northern Shopping Center for a relocated sanitary sewer, and de- claring an emergency. Ordinance No. 86-84 introduced by Mrs. Saringer was given its first reading. An ordinance accepting an easement for the installation and maintenance of a water line for the purpose of supplying water service by the City of Cleveland to land owned by the Great Northern Shopping Center Partnership, and declaring an emergency. Mayor Petrigac requested council to recess for a brief period in order to dis- cuss Ordinance No. 86-76; unless this legislation is passed under suspension of rule requiring three readings this evening, there will not be sufficient funds to meet the next payroll requirements. President Woerpel recessed council for five minutes. Upon reconvening Mr. Wilamosky moved to amend Ordinance No. 86-76: Section 1, strike out Police Department, Station Maintenance, and the dollars reflected in its entirety, allowing "Safety Director and Safety Director's secretary" and the dollar amounts reflected to remain; also, under Service Department, Con- tingency, Column "Decrease" strike the $1,700 and insert $600; under Column "Revised" strike $5,300 and insert $6,400; change total under Column "Decrease" from $10,515 to read $9,415 and under Column "Increase" $9,415; bottom grand total to read. $9,915, second by Mr. Tallon, unanimously approved. Mr. Wilamosky moved for suspension of rule requiring three readings, second by Mr. Tallon, unanimously approved. Mr. Wilamosky moved for adoption, second by Mr. Tallon, unanimously approved. Ordinance No. 86-76 adopted, as amended. Miscellaneous business: Mayor Petrigac advised council that tomorrow, Safety Director Becker, Police Chief Marsh and she would be attending a meeting to accept a special citation for outstanding pedestrian programs activities which is being awarded to the North Olmsted Police Department. Mr. O'Grady announced that a meeting would be held on Thursday, September 4th, at 7:30 P.M., with respect to the Child Registry Fair; also, scheduled a Safety Committee meeting for Thursday, September 4th at 7:00 P.M, and requested the Finance Committee Chairman to be in attendance. Safety Committee will be re- viewing the "no right turn on red" signs for Silverdale/Selhurst; a request for signs on the fire hydrant side of Forestwood, Parkway and Dogwood Trails; letter from Chief VanKuren with respect to vehicle maintenance and letter with respect to the 1986 budget.
