Council Minutes of 7/15/86 _4_ <br />Mr. Copeland advised the committee that because of the new guidelines and the <br />time limitations, the city could only prepare applications for possibly two <br />projects this year. Each city could receive up to $200,000 but the funds were <br />competitive and there were no guarantees as to this dollar amount; city had ten <br />days to prepare the applications. The projects reviewed for possible funding <br />were: (a) housing rehabilitation for low and moderate income families; (b) con- <br />struction of 6 shuffleboard courts at North Olmsted Park; (c) Porter Road renova- <br />tion; (d) Town Hall renovation; (e) Bradley Road Park drainage. Committee de- <br />cided the housing rehabilitation project and the shuffleboard court adjacent to <br />the Senior Center were most appropriate for the use of this funding. Committee <br />decided to allocate $160,000 for housing rehabilitation and $40,000 for the <br />shuffleboard courts ($30,000 for the courts and $10,000 to reroute utility lines). <br />Resolution No. 86-68 was prepared in conjunction with this request for funds and <br />Mr. Rademaker will ask that it be passed under suspension of rule requiring three <br />readings. <br />Letters and Communications; <br />Clerk of Council read a letter signed by some twenty residents requesting the <br />Building Commissioner not to issue an occupancy permit for the new Halleen Truck <br />Lot since the lighting has been installed at approximately a 30-foot height and <br />not at the 20-foot height shown on the approved plans. <br />Audience participation: <br />Mr. Timothy Quinn, 25675 Lorain Road, thanked council for considering his letter <br />of complaint with respect to the Back Wall going out of business and "sticking" <br />a lot of people for memberships; stated that he has joined a club in Middleburg <br />Heights that will honor the Back Wall membership. He stated that he was not <br />pleased with a letter received from President Woerpel with respect to his other <br />complaint about the treatment of the seniors at the Senior Center facility and <br />asked for a further explanation. President Woerpel stated he would be glad to <br />discuss the Letter privately; he is satisfied that this administration and the <br />person in charge of the Senior Center is trying to do the very best possible job <br />that can be done given the restraints they have. Mr. Quinn replied that this <br />is not the way he hears it; the things he has heard range from persecution to <br />flat out intimidations. The Senior Center is a place for human rights and they <br />are being violated. <br />Mrs. Rita Limpert, 23810. Maple Ridge Road, presented pictures of the flooding <br />problems in her back yard; gave a history of 14 years of seeking relief from the <br />city for this problem; explained that she was tired of being told that a <br />problem exists and would be looked into and then finding that no one ever wrote <br />or called to tell her what could or could not be done. Mr. McKay advised that <br />the Streets and Drainage Committee. has studied the problem and has determined that <br />the city will not go on any private property and do any work; if the resident runs <br />a drainage line to the city right-of-way, the city will connect the line at no <br />charge. <br />Mr. Richard Limpert, 23810 Maple Ridge Road, explained that he had been pumping <br />the water from the entire neighborhood but can no longer afford to coneinue. <br />Will .dike his property if he has to and just pump his own back yard; will just <br />solve his own problem himself. and let the neighbors suffer with their flooded <br />land. Law Director Gareau advised that there is a special assessment type of <br />program available whereby the city can establish an easement in the rear .yards <br />of various property owners, improve the property with sufficient drainage and <br />the assess the abutting property owners. If the abutting property owners are <br />earnest about settling the problem, they should petition the council to be <br />assessed and agree to set aside a certain portion of their property for an ease- <br />ment and once the facilities are installed, the city is obligated to maintain <br />that drainage system. <br /> <br />
