Council Minutes of 7/15/86 -6- <br />LEGISLATION (cont'd): <br />-' Ordinance No. 86-62 introduced by Mr. McKay was given its first reading. An <br />ordinance to transfer appropriations for current expenses and other expenditures <br />for the City of North Olmsted for the year ending December 31, 198b. Mr. Wilamosky <br />moved for suspension of rule requiring three readings, second by Mr. McKay, unani- <br />mously approved. Mr. McKay moved for adoption, second by Mr. Wilamosky, unani- <br />mously approved. Ordinance No. 86-62 adopted. <br />Resolution No. 86-63 introduced by Mr. McKay was given its first reading. A <br />resolution authorizing the Director of Public Service to advertise for and accept <br />bids for the improvement of the West 231st-.Street pavement and roadside areas, from <br />the Lorain Road intersection northward to the Alexander Road .intersection, as <br />detailed in the West 231st Street Project specifications on file, and authorizing <br />the Mayor to contract for same, and declaring an emergency. Mr. McKay moved for <br />suspension of rule requiring three readings, second by Mr. Wilamosky, unanimously <br />approved. Mr. McKay moved for adoption, second by Mr. Wilamosky, unanimously <br />approved. Resolution No. 86-63 adopted. <br />Ordinance No. 86-64 introduced. by Mr. Wilamosky was given its first reading. An <br />ordinance authorizing the issuance of $650,000 in aggregate principal amount of <br />Economic Development Revenue Bonds (Jack and Jacqueline Boss Project) of the City <br />of North Olmsted, Ohio, the proceeds of which shall be loaned to Jack F. Boss and <br />Jacqueline E. Boss to assist in the financing of a commercial facility; providing <br />for the pledge of revenues for the payment of such bonds.; authorizing a loan <br />agreement, trust indenture, bond purchase agreement and assignments appropriate <br />for the protection and disposition of such revenues and to further secure such <br />bonds; authorizing other actions in connection with the issuance of such bonds; <br />and declaring an emergency. Mr. Wilamosky moved for suspension of rule requiring <br />three readings, second by Mr. McKay, unanimously approved. Mr. Wilamosky moved <br />for adoption, second by Mr. McKay, unanimously approved. Ordinance No. 86-64 <br />adopted. <br />Ordinance No. 86-65 introduced by Mr. Wilamosky was given its first reading. An <br />ordinance amending Section 9 of Ordinance No. 86-36 tided, "An ordinance <br />establishing rates of compensation for various administrative and legislative <br />personnel and declaring an emergency, as amended", by providing for the inclusion <br />in said section of the position of an "Outreach Worker", and declaring an urgency. <br />Mr. Wilamosky asked if the person presently serving as Outreach Worker was filling <br />in as a clerk. in the afternoons. Mayor Petrigac replied that while the Outreach <br />Worker may have answered the phone occasionally, the position of clerk at the Senior <br />Center is temporarily being filled by Marion Stewart; in no way will the Outreach <br />Worker be used as a substitute clerk. Mr. Wilamosky moved for suspension of rule <br />requiring three readings, second by Mrs. Saringer, unanimously approved.. Mr. <br />Wilamosky moved for adoption, second by Mrs. Saringer, unanimously approved. <br />Ordinance No. $6-65 adopted. <br />Ordinance No. 86-66 introduced by .Mrs. Saringer was given its first reading. An <br />ordinance providing for the amendment of the Zone Map of the City of North Olmsted, <br />which Zone Map is part of the Zoning Code of the City of North Olmsted, by <br />changing the premises hereinafter described from Single Residence A District to <br />Mixed Use A District. <br />Ordinance No. 86-67 introduced by Mr. Lackey was given its first reading. An <br />ordinance designating and establishing Butternut Ridge Road, located in the City <br />of North Olmsted, as a Historical District. <br />
