{
Council Minutes of.7/l./8.6 -2-
reconstruction must be done but the city does not feel it can go forward with major
repairs when the Cleveland Water Department will be coming in to put in the water
lines and it will have to be torn up and repaved again. Gity urges the prompt
installation of the Porter Road water line which will hopefully be a partial
answer to the problems at the west end of the city.. Mr. Sidroni seemed to under-
stand that the project needs to be placed in the fast lane and hopefully the pro-
ject will be done within the next year.
4) The administration has been meeting with Dalton and McIIonald in regard to
the sewer raise; meeting will be held with Olmsted Falls tomorrow with respect to
this .
5) A second meeting was held with regard to a self -insurance plan; most of the
communities are still receptive. to exploring further this self-insurance idea.
A representative from Michigan, who is the consultant to Lakewood, made several
suggestions. and pointed out some of the pros and cons of-self-insurance. He will
be reviewing all five community insurance programs and will draw up a proposal
to service all five.
6) Service and Recreation Departments will be putting in a temporary water system
to the park; hope to complete within the next two weeks.
7) Community Cabin rewiring has begun.
8) With respect to the Stearns Road garage, it went to court today and the owner was
fined $25, which means the garage stays; feels this amounts to the owner paying $25
for a variance.
9) Mayor's office has received letters and phone calls with regard to the Rennie
Home proposed construction at relocated S.R. 252 and Lorain Road; all mail and
phone calls are expressing vehement opposition to this proposal.
10) At the last council meeting, Mr: Wilamosky requested a detailed report on
Service ..Department wages, classifications, projections, number of full -time employees,
estimate of current overtime and summer help requirements; Service Director Noble
has furnished the requested information along with a step-by-step explanation as
to how it was arrived at.
11) In response to Mr, Tallon's question as to when the "no turn on red" sign would
be installed at Dover Center and Brookpark Extension, would like to advise that the
brackets are on order and sign will be installed immediately upon their receipt.
12) The second item in Ordinance No. 86-57, making appropriations for current ex-
penses and other expenditures for the year ending December 31, 1986, is payment to
LTMPTA for two buses that burned up in the Bus Garage fire in 19$2. The two buses
were under a grant; city received the insurance settlement for the buses in Janu-
ary, 1984; city never paid UMPTA for the buses and has now received a letter re-
questing the overdue payment, plus interest, plus the federal funding, so this is
covered by that second item in the ordinance.
13) All the plans with respect to the July 4th fireworks display have been made.
14) City .has received a letter from the County Commissioners advising that the
911 emergency number has been .approved; installation will take from 14 to 18 months.
Once operational, all phone subscribers will be charged 12G per month, per line;
grand total for North Olmsted is $18,243 and city must sign the agreement of intent.
Law Director Gareau reported: 1) Received notice from the attorneys representing
Mr. and Mrs. Mahoney that the law suit dealing with the Kenny King project has
been dismissed.
2) Attended an unemployment compensation hearing today with Police Chief Marsh
in regard to school guard who has filed unemployment during the summer break for
the Last three years. This year is the first year the Law Director knew about
the case; intends to pursue it since he does not think it is appropriate; this
is a seasonal type job - even the law expresses this fact; will keep council advised.
3) Has filed a motion to stay proceedings in the Min Crumb ley Federal Court Case;
court has not set a date for argument relative to this motion; counsel for Mrs.
Crumb ley has agreed to forestall any attempt to have reinstatement ordered until
such time as the ruling is made on the motion for stay.
'b~ °11RL9tiMy6.c<. .:...
