<br />President Woerpel asked if liquor permit hearing with respect to the Gary Von
<br />Agency had been held. Law Director advised that it was indeed held; Mr. Spino
<br />was on vacation and could not be present; there was no representative from the
<br />Building Department present. Law Department proceeded on the data that had
<br />been compiled. and presented it to the hearing officer. Gary Von Agency alledged
<br />that they intend to cease selling clothing and will bring the building up to
<br />code by September,. consequently the hearing was postponed for further action
<br />until September. If they have complied, then presumably they will be granted
<br />the permit. If they have not complied, Law Department will be back there again.
<br />Finance Director Boyle reported: 1) Reported that Public Law 99272, to consoli-
<br />date omnibus budget reconciliation, has a provision, effective June 30, 1986, that
<br />will make it mandatory for the city to provide hospitalization coverage for 18
<br />months after a termination or a reduction in hours. If a person is fired, city
<br />has to allow him to stay in the group for 18 months; he would have to pay the city
<br />102 of the cost -2~ being the adman charge. Anyone who retires, is divorced,
<br />separated or dies, would be provided that same coverage for 36 months or in the
<br />obvious cases, the beneficiary. Senate Amendment 2402 though, provides that for
<br />the first 4 months, under any of these conditions, that hospitalization will be
<br />paid for by the city, then 18 .months after that. Even if the city fires them,
<br />the city provides them with hospitalization.
<br />2) Received a check for $25,884.64 from Regional Income Tax Agency. They withhold
<br />a certain percentage of the city income tax each month for administrative fees
<br />and reconcile at the end of the year based on an audit this year by Ernst and
<br />Winnie. The audit gave the city a reduction again; had one last year, so the net
<br />cost was under 4q - 3.797. It cost the city $100,000 in 1985 for income tax.
<br />Mrs. Saringer, Chairman Building, Zoning and Development Committee reported:
<br />1) BZD Committee met June 26th with all members present as well as City Engineer,
<br />Mr. Schaller and Building Commissioner, Mr. Spino. The following items were
<br />discussed:
<br />(a) Galati Auto Service, 27539 Lorain Road, proposal to add to an ex-
<br />isting garage. Special. permit was granted on. April 10th by BZA and approved by
<br />council on May 7th. Approved by ARB on May 21st and Planning Commission on May 27th.
<br />Mr. Galati was asked to present a detailed, scaled plan to show all parking spaces
<br />to BZD Committee and he did so. Mrs. Saringer moved council approve the proposal
<br />to add to an existing garage as per the ARB, Planning Commission and BZD Committee's
<br />added recommendation that the hedgerow on the west side of the property be extended
<br />to the rear of the last parking space; also, on the northwest side of the property,
<br />down to the driveway opening; center grass area, at its deepest point, will be 50 feet
<br />deep as indicated on blueprints and a 6-foot board-on-board fence will be installed
<br />on the south end of the property, east end of the property from south end of building
<br />and enclosing storage area; also, any and all violations will be corrected, includ-
<br />ing broken sidewalk and all prior site plan. improvements agreed to, second by
<br />Mr. Talton. Roll call on motion: Affirmative vote: Lackey, O'Grady, Rademaker,
<br />Saringer, Talton. Negative vote: McKay, Wilamosky. 5 Aye - 2 Nay - Motion carried.
<br />(b) North Olmsted Beverage, south side of Lorain Road, two lots east of
<br />Wedgewood Drive. Proposal to construct a beverage store with drive-thru facility
<br />and a video shop. Proposal had been before ARB and Planning Commission on two
<br />occasions and finally approved. Committee has no objection to the revised plan and
<br />Mrs. Saringer moved to approve. the above stated proposal, with recommendations
<br />of ARB and Planning Commission, second by Mr. Rademaker, unanimously approved.
<br />(c) Rini's Supermarket, 23000 Lorain Road. Proposal to add a freezer to
<br />rear of building. Approved by Planning Commission and ARB; BZD Committee has no
<br />objection. Mrs. Saringer moved to approve above stated proposal, second by Mr.
<br />Talton, unanimously approved.
